WE PROPOSE TO ESTABLISH A COOPERATIVE AGREEMENT BETWEEN NASA AND CALTECH TO ENABLE CALTECH/IPAC TO CONTINUE OPERATING AND ADVANCING THE NASA/IPAC EXTRAGALACTIC DATABASE (NED) AND THE NASA/IPAC INFRARED SCIENCE ARCHIVE (IRSA). IPAC HAS BEEN CARRYING OUT THIS IMPLEMENTATION FOR ABOUT 28 YEARS FOR NED AND 25 YEARS FOR IRSA AND IS THEREFORE WELL PLACED TO CONTINUE THIS EFFORT UNDER THE COOPERATIVE AGREEMENT VEHICLE. MOREOVER THIS VEHICLE RESULTS IN EFFICIENCY GAINS THAT WILL ALLOW IPAC TO DEVELOP A TECHNOLOGY INITIATIVE TO ENABLE NED AND IRSA TO KEEP UP WITH THE FAST-MOVING INNOVATIONS IN THE AREAS OF DATA CURATION DATA MINING AND DATA ACCESS AND DISTRIBUTION.$22,661,209
