THE RESILIENT EXTRATERRESTRIAL HABITATS RESEARCH INSTITUTE (RETHI) WILL HARNESS PROMISING NEXT-GENERATION TECHNOLOGICAL ADVANCES TO OVERCOME THE GRAND CHALLENGE OF DEEP SPACE HABITATION. BY LEVERAGING WORLD-LEADING EXPERTISE IN DEVELOPING CIVIL INFRASTRUCTURE RESPONSIVE TO CATASTROPHIC NATURAL HAZARDS AND MERGING IT WITH LEADERS IN THE FIELDS OF MODULAR AND AUTONOMOUS ROBOTICS PLATFORMS SMART BUILDINGS HYBRID SIMULATION COMPLEX SYSTEMS AND DIAGNOSTICS AND PROGNOSTICS WE WILL DEVELOP AND DEMONSTRATE THE TRANSFORMATIVE TECHNOLOGIES NEEDED TO DESIGN AND OPERATE RESILIENT DEEP SPACE HABITATS THAT CAN ADAPT ABSORB AND RAPIDLY RECOVER FROM EXPECTED AND UNEXPECTED DISRUPTIONS TO DEEP SPACE HABITAT SYSTEMS WITHOUT FUNDAMENTAL CHANGES IN FUNCTION OR SACRIFICES IN SAFETY. TO ACHIEVE THIS VISION THE RETHI TEAM WILL PURSUE THE FOLLOWING TIGHTLY-INTEGRATED RESEARCH OBJECTIVES: 1) ESTABLISH A COMPREHENSIVE RESILIENCE FRAMEWORK TO SUPPORT RESILIENT DESIGN OPERATION AND MANAGEMENT WHILE ANTICIPATING A HABITAT THAT EVOLVES AND GROWS OVER TIME; 2) CONDUCT THE RESEARCH AND DEVELOPMENT NECESSARY TO ESTABLISH SMART HABITATS THAT AUTONOMOUSLY SENSE ANTICIPATE AND RESPOND UNDER A VARIETY OF MANNED AND UNMANNED CONFIGURATIONS; 3) DEVELOP DECISION-MAKING TECHNIQUES THAT CAN WEIGH ALTERNATIVES FOR COMPLEX INTERCONNECTED INTERDEPENDENT HABITAT SYSTEMS WHILE ALSO UNDERSTANDING AND WHEN NECESSARY COMBATING THE NATURAL HUMAN INSTINCT TO INTERFERE OR OVERRIDE AUTOMATED SYSTEMS; AND 4) CONTRIBUTE TO THE NASA MISSION TO EDUCATE THE NEXT GENERATION OF ENGINEERS AND SCIENTISTS WHILE BUILDING PARTNERSHIPS WITH US INDUSTRIES AND ORGANIZATIONS AND OTHER NATIONS AND GENERATE DATA PRODUCTS THAT WILL INFORM AND GUIDE FUTURE RESEARCH AND DEVELOPMENT. TO ACCOMPLISH THESE GOALS WE WILL EMPLOY THE LATEST APPROACHES IN RESILIENT DESIGN AUTOMATED AND COORDINATED ROBOTICS MACHINE LEARNING INTELLIGENT SYSTEM MONITORING AND ADAPTIVE CONTROL. THESE PARALLEL BUT INTERCONNECTED EFFORTS WILL CONVERGE IN THE ESTABLISHMENT OF A CYBER-PHYSICAL TESTBED THAT INTEGRATES PHYSICAL MODELS WITH VIRTUAL MODELS TO SYSTEMATICALLY DEVELOP DEPLOY AND VALIDATE PRINCIPLES OF RESILIENCE AND AUTONOMOUS DETECTION AND CORRECTIVE CAPABILITIES. RETHI S HEADQUARTERS WILL BE AT PURDUE UNIVERSITY S DISCOVERY PARK. PARTICIPANT UNIVERSITIES WILL INCLUDE THE UNIVERSITY OF CONNECTICUT HARVARD UNIVERSITY AND THE UNIVERSITY OF TEXAS SAN ANTONIO. THROUGH THIS INTEGRATED EFFORT RETHI WILL FACILITATE DEEP SPACE HABITATS WITH EMBEDDED AUTONOMOUS CAPABILITIES THAT HAVE THE ABILITY TO OPERATE IN BOTH MANNED AND UNMANNED CONFIGURATIONS RAPIDLY AND SAFELY TRANSITIONING BETWEEN THOSE STATES WHEN NEEDED. RATHER THAN EVALUATING SUBSYSTEMS OR COMPONENTS INDEPENDENTLY RETHI WILL ESTABLISH A NEW APPROACH SYSTEM RESILIENCE THAT WILL BE THE TURNING POINT IN ACHIEVING PERMANENT DEEP SPACE HABITATS FOR LONG TERM HUMAN SETTLEMENT THAT ARE MORE COST-EFFECTIVE AND MORE RESPONSIVE TO UNFORESEEN EVENTS. THE INSTITUTE WILL SERVE AS A HUB FOR WORLD-CLASS RESEARCH PRIVATE AND PUBLIC PARTNERSHIPS AND PROJECT-BASED LEARNING BY DISTRIBUTED TEAMS OF STUDENTS ALL FOCUSED ON THE RESILIENCE OF COMPLEX SYSTEMS THAT ARE BUILT FROM AND DEPEND UPON THE SYNERGY OF COMPUTATIONAL AND PHYSICAL COMPONENTS.$15,000,000

** AWARDS ISSUED PRIOR TO JANUARY 20, 2025, WERE FUNDED UNDER PREVIOUS ADMINISTRATIONS AND MAY NOT REFLECT THE PRIORITIES AND POLICIES OF THE CURRENT ADMINISTRATION.** FOR DECADES, THE DOMINANT PARADIGM IN MIDWESTERN AGRICULTURE HAS BEEN THE NECESSITY OF THE CORN-SOYBEAN ROTATION; AS ILLUSTRATED BY DECREASED FARMER ECONOMIC OPTIMISM, DECLINING RURAL COMMUNITIES, AND DEGRADED ENVIRONMENTS, THIS PARADIGM IS NO LONGER WORKING.OUR INTERDISCIPLINARY AND CROSS-ORGANIZATIONAL TEAM WILL ENGAGE STAKEHOLDERS ACROSS THE VALUE CHAIN TO GENERATE EVIDENCE-BASED VISIONS AND FRAMEWORKS TO DIVERSIFY THE DOMINANT CORN-SOYBEAN SYSTEM. THE TRANSFORMED SYSTEM WILL BE CAPABLE OF OVERCOMING PERSISTENT MARKET AND POLICY BARRIERS TO SUPPORT A TRANSITION TO RESILIENT INTENSIFICATION AND A MORE ECONOMICALLY, ENVIRONMENTALLY, AND SOCIALLY SUSTAINABLE SYSTEM.THESE CHANGES WILL BE ENABLED BYADVANCING SEVERAL DIMENSIONS OF DIVERSITY- AT THE FARM, LANDSCAPE, AND MARKET LEVEL WHILE ENSURING THE NEEDS OF DIVERSE PEOPLE ALONG THE VALUE CHAIN ARE MET.INFORMED BY STAKEHOLDERS THROUGH COPRODUCTION SESSIONS, VISIONING, SURVEYS AND INTERVIEWS, THE TEAM WILL ADVANCE UNDERSTANDING OF ENVIRONMENTAL COSTS AND BENEFITS OF DIVERSIFIED SYSTEMS THROUGH ON-FARM RESEARCH AND WILL RESEARCH ECONOMIC AND SOCIAL BARRIERS TO CHANGE ALONG THE AGRICULTURAL VALUE CHAIN (OBJECTIVE 1). ** AWARDS ISSUED PRIOR TO JANUARY 20, 2025, WERE FUNDED UNDER PREVIOUS ADMINISTRATIONS AND MAY NOT REFLECT THE PRIORITIES AND POLICIES OF THE CURRENT ADMINISTRATION.** FORESTS PROVIDE MANY BENEFITS, SUCH AS TIMBER AND FIBER PRODUCTION AND CARBON SEQUESTRATION, BUT THEIR LONG-TERM SUSTAINABILITY IS INCREASINGLY THREATENED BY VARIOUS CHANGES SUCH AS INSECT OUTBREAKS, EXTREME WEATHER, EVOLVING MARKETS AND LAND-USE CHANGES. MORE DETAILED AND ACCURATE INFORMATION IS NEEDED TO ALLOW LANDOWNERS, MANAGERS AND POLICYMAKERS TO MAKE ECONOMICAL AND DATA-DRIVEN DECISIONS THAT WILL AFFECT THE DELIVERY, SUSTAINABILITY AND RESILIENCE OF FOREST RESOURCES. THE GOAL OF THE PROMOTING ECONOMIC RESILIENCE AND SUSTAINABILITY OF THE EASTERN U.S. FORESTS (PERSEUS) PROJECT IS TO PROVIDE SOUND SCIENCE, OUTREACH AND EDUCATIONAL OPPORTUNITIES THAT LAY THE FOUNDATION FOR A MAJOR FUNDAMENTAL CHANGE IN FORESTRY. MORE SPECIFICALLY, PERSEUS AIMS TO (1) CREATE A SET OF DIGITAL TOOLS AND WALL-TO-WALL FOREST MAPPING PRODUCTS THAT WILL PROVIDE DETAILED AND NEAR REAL-TIME MEASUREMENTS, (2) BUILD AND APPLY A FRAMEWORK TO VISUALLY REPRESENT CURRENT AND FUTURE FOREST TRENDS, (3) ENGAGE WITH STAKEHOLDERS TO DEVELOP DATA-DRIVEN MANAGEMENT PRACTICES, AND (4) ESTABLISH EDUCATIONAL AND TRAINING PROGRAMS THAT SUPPORT STUDENTS AND PROFESSIONALS IN UNDERSTANDING AND MAKING USE OF DIGITAL TECHNOLOGIES. PERSEUS WILL PROVIDE A FOUNDATION FOR REDEFINING FOREST INVENTORY IN THE UNITED STATES WHILE ALSO PROVIDING THE MUCH-NEEDED ABILITY TO PREDICT FUTURE FOREST CONDITIONS. WORKING WITH STAKEHOLDERS, PERSEUS WILL PROVIDE (1) USER-FRIENDLY TOOLS AND PROGRAMS TO BETTER MEASURE AND MONITOR FORESTS LIKE NEVER BEFORE, (2) SUSTAINABLE FOREST MANAGEMENT PRACTICES, AND (3) A PLATFORM TO OPTIMIZE REGIONAL EFFORTS IN BUILDING ENVIRONMENTALLY AND ECONOMICALLY SUSTAINABLE FORESTS, ESPECIALLY ON PRIVATE LANDS IN THE RURAL UNITED STATES. MOREOVER, THE PROJECT WILL TRAIN COHORTS OF STUDENTS AND PROFESSIONALS TO BUILD A DIGITALLY COMPETENT WORKFORCE. SUCCESSFUL COMPLETION OF THE PROJECT WILL INCREASE PHYSICAL GOODS SUCH AS FOOD, WATER, FUEL AND TIMBER PROVIDED BY FOREST ECOSYSTEMS, AND IMPROVE OPERATIONAL EFFICIENCY IN FORESTS ACROSS THE EASTERN UNITED STATES. IN PARTICULAR, MEASUREMENT TOOLS DEVELOPED BY PERSEUS WILL MODERNIZE AND INFORM FOREST MANAGEMENT BY CREATING DIGITAL INVENTORY TOOLS THAT EMPOWER STAKEHOLDERS TO BETTER UNDERSTAND THE POTENTIAL IMPACTS OF THEIR DECISIONS ON A LOCAL AND REGIONAL SCALE. THE RESULTING FRAMEWORK WILL PROVIDE A DIGITAL BRIDGE, ENABLING LANDOWNERS AND STAKEHOLDERS WITH PRACTICAL TACTICS AND FOREST SIMULATION TO INFORM DECISION- AND POLICY-MAKING. COMPLEMENTING THIS, THE DIGITAL FORESTRY EDUCATIONAL PROGRAMS DEVELOPED BY PERSEUS WILL GENERATE A WORKFORCE CAPABLE OF CARRYING AND OPTIMIZING THESE TOOLS INTO THE FUTURE.$10,000,000

AQUAPONICS INTENSIVELY PRODUCES A DIVERSE ARRAY OF NUTRITIOUS BLUE FOODS AND SPECIALTY CROPS, BUT THIS EMERGING FOOD PRODUCTION SYSTEM FACES INTERTWINED TECHNICAL, ECONOMIC, AND ENVIRONMENTAL CHALLENGES THAT ARE THE MAIN BARRIERS TO ITS WIDE ADOPTION. THE OVERARCHING HYPOTHESES OF THIS PURDUE UNIVERSITY-LED PROJECT ARE: 1) INTEGRATING AQUAPONICS WITH MICROALGAE CULTIVATION, ANAEROBIC DIGESTION AND BIOREFINING CAN FULLY UTILIZE NUTRIENTS AND PRODUCE ENERGY AND HIGH-VALUE BIOPRODUCTS; AND, 2) INTEGRATING RESEARCH WITH EXTENSION AND EDUCATION WILL INCREASE ADOPTION OF AQUAPONICS AND CONSUMER WILLINGNESS TO PURCHASE BLUE FOODS. SPECIFIC PROJECT OBJECTIVES INCLUDE: 1) IDENTIFYING BARRIERS AND OPPORTUNITIES FOR BLUE FOOD AND AQUAPONICS; 2) BUILDING A NOVEL, INTEGRATED, AQUAPONICS FOOD PRODUCTION SYSTEM; 3) DEVELOPING MULTI-DIMENSIONAL SUSTAINABILITY METRICS FOR SYSTEM ASSESSMENT AND MANAGEMENT; 4) SUPPORT AQUAPONICS AND BLUE FOOD INDUSTRY AND MARKET DEVELOPMENT; AND, 5) CREATING BLUE FOOD-RELATED EDUCATION MATERIALS. THIS PROJECT IS EXPECTED TO BUILD A ZERO-WASTE, GRID-INDEPENDENT, AND ECONOMICALLY VIABLE FOOD PRODUCTION SYSTEM, AND GENERATE AN EVIDENCE-BASED VISION AND FRAMEWORK FOR FACILITATING THE ADOPTION OF AQUAPONICS.
