EARTH OBSERVATIONS PROVIDE NEEDED DATA-DRIVEN INSIGHT TO SOLVE SOME OF SOCIETY S MOST PRESSING PROBLEMS. YET THE VALUE OF THESE OBSERVATIONS IS POORLY UNDERSTOOD AND A GULF EXISTS BETWEEN THE SOCIAL AND EARTH SCIENCE PROFESSIONAL COMMUNITIES BEST ABLE TO STRENGTHEN THE VALUATION-SCIENCE LINKAGE. THE VALUATION OF APPLICATIONS BENEFITS LINKED WITH EARTH SCIENCE (VALUABLES) CONSORTIUM TO BE HOSTED AT RESOURCES FOR THE FUTURE WILL ADVANCE METHODS FOR THE VALUATION OF THE APPLIED BENEFITS LINKED WITH EARTH SCIENCE. FIVE GOALS WILL GUIDE THE CONSORTIUM S DRIVE TOWARD AN UNPARALLELED COMMUNITY OF PRACTICE AND GREATER ACCEPTANCE AND VISIBILITY OF EARTH SCIENCES APPLIED BENEFITS: * BUILD AN EFFECTIVE COMMUNITY TO STRENGTHEN THE VALUATION-EARTH SCIENCE BRIDGE; * PROVIDE COMMUNITY COORDINATION WITH AN ACTIVE ONLINE PRESENCE AND USE OF SOCIAL MEDIA IN TANDEM WITH OPPORTUNITIES FOR DIRECT INTERACTION AND NETWORKING; * ADVANCE THE APPLICATION OF VALUE OF INFORMATION METHODS THOUGH TRADITIONAL AND INNOVATIVE IDEATION RESEARCH MECHANISMS WITH RIGOROUS ACADEMIC STANDARDS THROUGHOUT; * CONVEY THE VALUE OF APPLIED BENEFITS OF EARTH OBSERVATIONS TO NEW STAKEHOLDERS IN GOVERNMENT UNIVERSITIES THE NGO COMMUNITY AND THE INTERESTED PUBLIC; AND * REFRAME HOW EARTH OBSERVATIONS VALUES ARE REALIZED AND INVESTMENT IN OBSERVING SYSTEMS MADE BY ASKING "WHAT ARE THE COMPELLING SOCIAL QUESTIONS AND OPPORTUNITIES" THAT CAN AND MUST BE ADDRESSED THROUGH THESE TECHNOLOGIES. VALUABLES CONVENES A CORE TEAM OF NEARLY TWENTY SOCIAL AND EARTH SCIENTISTS. THEIR WORK WILL CENTER ON FORMAL METHODS IN THE SCIENCE OF VALUE OF INFORMATION (VOI) WIDELY USED IN FINANCE ENGINEERING INFORMATION TECHNOLOGY RISK ASSESSMENT AND MANAGEMENT AND OTHER BUSINESS AND SCIENTIFIC DOMAINS. A KEY FEATURE OF VOI SCIENCE IS GROUNDING IN DECISION THEORY. INSOFAR AS THE VALUE OF EARTH OBSERVING DATA AND INFORMATION IS PRECISELY IN DECISION MAKING VOI HAS INTUITIVE APPEAL AS WELL AS SCIENTIFIC RIGOR. COMMUNICATIONS IS OFTEN AN AFTERTHOUGHT IN THE RESEARCH ENTERPRISE BUT VALUABLES INTEGRATES COMMUNICATIONS ACTIVITIES END-TO-END EMPHASIZING WEB-BASED MULTIMEDIA AND EXPERIMENTATION WITH OPEN INNOVATION RESEARCH (SEE NASA 2015; OSTP 2015) IN ADDITION TO TRADITIONAL WRITTEN PRODUCTS AND WORKSHOPS. COMMUNICATIONS IS ALSO PIVOTAL IN CONVEYING THE SALIENCE OF EARTH SCIENCE THE "SO WHAT" OF VALUABLES TO STAKEHOLDERS IN NASA LEADERSHIP THE SOCIAL AND EARTH SCIENCES COMMUNITIES AT LARGE AND THE INTERESTED PUBLIC. WE HASTEN TO NOTE THAT VOI MUST NOT BE THE ONLY CRITERION FOR EVALUATING SOCIOECONOMIC IMPACT. FOR EXAMPLE PLANETARY SCIENCE MISSIONS AIMED AT UNDERSTANDING OUR SOLAR SYSTEM HAVE VALUE THAT IS NOT CAPTURED IN A VOI ANALYSIS. INDEED HUMANKIND HAS GREATLY BENEFITED FROM THE PURSUIT OF KNOWLEDGE FOR ITS OWN SAKE WITHOUT A VIEW TO OBTAINING DIRECTLY ACTIONABLE INFORMATION. HOWEVER THOSE MISSIONS ABLE TO YIELD ACTIONABLE INFORMATION CAN AND SHOULD BE VALUED IN VOI TERMS. VALUABLES SUPPORTS NASA AND THE NOTICE OF RESEARCH ANNOUNCEMENT (NRA) IN ADVANCING NATIONAL IMPERATIVES IN THE DECADAL SURVEY AND INTERIM ASSESSMENT OF EARTH SCIENCES (NAS 2007 2012). THE INTERIM ASSESSMENT (NAS 2012) AND THE NRA SEEK TO MOVE FROM AD HOC TO INTENTIONAL STUDIES OF APPLICATIONS BENEFITS. BY ESTABLISHING A STANDING EXPERT GROUP VALUABLES PROVIDES INSTITUTIONAL CONTINUITY TO MEET THIS GOAL. OTHER IMPERATIVES WITH WHICH VALUABLES ALIGNS INCLUDE EXECUTIVE BRANCH DIRECTIVES. WITH AN EMPHASIS ON DECISION SCIENCE VALUABLES SUPPORTS THE EXECUTIVE ORDER THAT AGENCIES USE BEHAVIORAL SCIENCE INSIGHTS (HOW PEOPLE MAKE DECISIONS AND ACT ON THEM) TO BETTER SERVE THE AMERICAN PEOPLE (WHITE HOUSE 2015A). ** AWARDS ISSUED PRIOR TO JANUARY 20, 2025, WERE FUNDED UNDER PREVIOUS ADMINISTRATIONS AND MAY NOT REFLECT THE PRIORITIES AND POLICIES OF THE CURRENT ADMINISTRATION.** EXTREME AND VARIABLE WEATHER POSE SIGNIFICANT THREATS TO AGRICULTURAL PRODUCTIVITY, AND CROP YIELDS ARE EXPECTED TO DECLINE UNDER CLIMATE CHANGE IN THE ABSENCE OF ADAPTATION. OUR PROJECT ASSESSES THE ROLE OF TWO OF AMERICA'S LARGEST FARM SUPPORT PROGRAMS - THE FEDERAL CROP INSURANCE PROGRAM (FCIP) AND CONSERVATION RESERVE PROGRAM (CRP) - IN BOTH AIDING AND POTENTIALLY INTERFERING WITH AGRICULTURAL ADAPTATION. FIRST, WE WILL ASSESS THE IMPACT OF EXTREME AND VARIABLE WEATHER ON PROGRAM PARTICIPATION USING LARGE, GEOSPATIAL DATASETS (INCLUDING A NEW DATABASE OF WEATHER VARIABILITY METRICS) AND PANEL DATA ECONOMETRICS METHODS. NEXT, WE WILL QUANTIFY HOW PARTICIPATION AFFECTS AGRICULTURAL ADAPTATION, AS MEASURED BY THE SENSITIVITY OF YIELDS AND FARM INCOME TO EXTREME WEATHER.IF WEATHER VARIABILITY INCREASES FCIP AND CRP PARTICIPATION, WHAT DOES THIS MEAN FOR THE ECONOMY AND THE ENVIRONMENT? WE WILL EXAMINE THE EFFECT OF PROGRAM PARTICIPATION ON THE CONTINUITY OF FARM OPERATIONS, AGRICULTURE EMPLOYMENT AND WAGES, AND SPILLOVER EFFECTS ON OTHER INDUSTRIES IN RURAL ECONOMIES. OVER THE PAST SEVERAL DECADES, WILDFIRE ACTIVITY IN THE WESTERN U.S. HAS INCREASED DRAMATICALLY. MEANWHILE, MANY RURAL COMMUNITIES IN THE WESTERN U.S. HAVE BECOME INCREASINGLY DEPENDENT ON TOURISM AND THE OUTDOOR RECREATION INDUSTRY. THIS RESEARCH PROJECT WILL INVESTIGATE RELATIONSHIPS BETWEEN WILDFIRES AND WILDFIRE SMOKE, OUTDOOR RECREATION, AND RURAL ECONOMIES WITHIN THE WESTERN U.S. THE PROJECT IS RELEVANT TO THE AFRI ENVIRONMENTAL AND NATURAL RESOURCE ECONOMICS PROGRAM AREA PRIORITY AND ITS INTERESTS IN IMPROVING RELATIONSHIPS BETWEEN NATURAL RESOURCE MANAGEMENT AND ECONOMIC DEVELOPMENT WITHIN RURAL COMMUNITIES. THE PROJECT CONSISTS OF THREE PARTS. FIRST, WE WILL USE ADMINISTRATIVE DATA ON RESERVATIONS TO FEDERALLY-MANAGED CAMPGROUNDS TO ESTIMATE CAUSAL EFFECTS OF WILDFIRES AND WILDFIRE SMOKE ON RECREATION SITE USE. SECOND, WE ESTIMATE A STRUCTURAL MODEL OF RECREATION SITE CHOICE TO EVALUATE LOSSES TO RECREATIONISTS DUE TO WILDFIRE SMOKE. THIRD, WE WILL USE ESTABLISHMENT-LEVEL MICRODATA ON EMPLOYMENT TO ESTIMATE THE EFFECTS OF WILDFIRE-INDUCED SHOCKS ON EMPLOYMENT IN LOCAL ECONOMIES DEPENDENT ON TOURISM. IMPACTS OF WILDFIRES IN RURAL COMMUNITIES IN THE WESTERN US HAVE INCREASED IN RECENT DECADES DUE TO INCREASING WILDFIRE FREQUENCY AND SEVERITY, AND INCREASED DEVELOPMENT WITHIN HIGH WILDFIRE HAZARD AREAS. INCREASING RISK, AS WELL AS POLICIES DESIGNED TO ADDRESS THAT RISK, HAVE POTENTIAL TO RESHAPE THESE AREAS--MANY OF WHICH ARE IN WHAT IS CALLED THE WILDLAND-URBAN INTERFACE (WUI), WHERE DEVELOPED AREAS ABUT OR INTERMINGLE WITH LARGE AREAS OF WILDLAND VEGETATION--IN COMING YEARS. IN THIS PROJECT, WE STUDY WHO IS AFFECTED BY WILDFIRE RISK, AND HOW WUI COMMUNITIES MIGHT CHANGE UNDER VARIOUS POLICIES TO ADDRESS THAT RISK. FIRST, WE UNDERTAKE THE FIRST DETAILED ASSESSMENT OF EXACTLY WHO IS AFFECTED BY WILDFIRES, USING MICRODATA ON PROPERTY VALUES AND CHARACTERISTICS MERGED WITH HOUSEHOLD DEMOGRAPHIC DATA, INCLUDING INCOME. THIS ANALYSIS SHEDS LIGHT ON THE DISTRIBUTION OF IMPACTS ACROSS INCOME GROUPS WITHIN REGIONS OF INDIVIDUAL STATES, INFORMATION THAT IS CURRENTLY LACKING BUT IS IMPORTANTFOR POLICYMAKERS. IN THE SECOND PART OF THE PROJECT, WE BUILD AN EQUILIBRIUM LOCATIONAL SORTING MODEL TO ANALYZE HOW HOUSEHOLDS RELOCATE IN RESPONSE TO CHANGING WILDFIRE RISKS AND THE IMPLEMENTATION OF POLICIES SUCH AS ZONING AND DEFENSIBLE SPACE REQUIREMENTS, BUILDING CODES, AND INSURANCE RATE HIKES. TWO PROJECT CONCEPTS ON SKILLS MATCHING FOR AN EQUITABLE ENERGY TRANSITION. THE UNITED STATES ENERGY SYSTEM IS FACING RAPID CHANGES DUE TO NEW TECHNOLOGIES AND POLICIES DESIGNED TO ACHIEVE A NET-ZERO EMISSIONS ENERGY SYSTEM. THERE ARE RISING CONCERNS OVER POTENTIAL JOB LOSSES, PARTICULARLY AMONG FOSSIL FUEL WORKERS, AS WELL AS OPPORTUNITIES FOR JOB CREATION IN NEW AND EMERGING ENERGY SECTORS. BECAUSE THERE WILL BE CONSIDERABLE VARIATION ACROSS THE U.S. IN THE EMPLOYMENT IMPACTS OF A CHANGING ENERGY LANDSCAPE, POLICIES MUST BE TAILORED TO LOCAL CONTEXTS.
