THE KEY OBJECTIVE OF THE GLOBE IMPLEMENTATION OFFICE: ENGAGING AND CONNECTING GLOBAL COMMUNITIES OF PRACTICE 2019-2024 PROPOSAL IS TO CONTINUE TO STRENGTHEN THE SUPPORT THAT THE GLOBE IMPLEMENTATION OFFICE (GIO) PROVIDES THE GLOBE COMMUNITY. GIO WILL CONTINUE TO IMPLEMENT PROVEN STRATEGIES IN AN EFFORT TO INCREASE ENGAGEMENT AND COMMUNICATION WITH THE GLOBE COMMUNITY A COMMUNITY THAT INCLUDES STUDENTS TEACHERS ALUMNI PARTNERS COUNTRY COORDINATORS CITIZEN SCIENTISTS AND COLLABORATING ORGANIZATIONS THAT ACTIVELY PARTICIPATE IN GLOBE IN MORE THAN 120 COUNTRIES. GIO WILL CONTINUE TO ENGAGE ITS INTERNATIONAL COMMUNITY IN SIX GLOBE REGIONS (NORTH AMERICA EUROPE AND EURASIA AFRICA ASIA AND PACIFIC AND LATIN AMERICA AND CARIBBEAN) TO PROMOTE COLLABORATION AND EXPANSION OF THE GLOBE PROGRAM. TO DO THIS GIO WILL UTILIZE INTERNATIONAL RELATIONS SUCH AS EXISTING INTERNATIONAL NETWORK AND FRAMEWORK FOR FACE-TO-FACE REGIONAL MEETINGS VIRTUAL COMMUNITY ENGAGEMENT EFFORTS (VIRTUAL MEETINGS COMMUNITY ENGAGEMENTS SUCH AS THE IVSS AND GLOBE CAMPAIGNS). GIO WILL SUPPORT THE COMMUNITY TO CONTINUE TO USE AND ENHANCE GLOBE TOOLS (THE GLOBE WEBSITE APPS DATABASE) TO FURTHER INTERNATIONAL UNDERSTANDING OF EARTH SYSTEM SCIENCE AND INTERNATIONAL COLLABORATION. THESE STRATEGIES WILL CONTINUE WHILE EVEN MORE EMPHASIS WILL BE PLACED ON KEY ENGAGEMENT AREAS SUCH AS THE INTERNATIONAL VIRTUAL SCIENCE SYMPOSIUM (IVSS) THE GLOBE INTERNATIONAL STEM NETWORK AND INTERNATIONAL RELATIONS. GIO AIMS TO BE RESPONSIVE TO THE COMMUNITY NEEDS AND EXPECTATIONS WHILE ENCOURAGING GROWTH AND COMMUNITY ENGAGEMENT THROUGH REGULAR MEETINGS WITH THE GLOBE COMMUNITY (ANNUAL MEETING REGIONAL MEETINGS GLOBE LEARNING EXPEDITIONS) AND REQUESTS FOR COMMUNITY FEEDBACK AND INPUT ON PROPOSED EVENTS AND ACTIVITIES. UNDER THE LAST STATEMENT OF WORK GIO LED THE DEVELOPMENT OF A STRATEGIC PLAN FOR THE PROGRAM. THIS PROPOSED WORK ALIGNS WITH THE GLOBE STRATEGIC PLAN 2018-2023 (GOALS ARE LISTED UNDER EACH SECTION). ADDITIONALLY GIO IS FACILITATING THE COMMUNITY S ROLE IN THE IMPLEMENTATION OF THE PLAN. THE PLAN IS A MORE FORMAL REPRESENTATION OF THE WORK THAT THE COMMUNITY ALREADY DOES AND SHOULD PROVIDE GLOBE MEMBERS GUIDANCE ON IMPLEMENTATION WITHIN THEIR OWN COUNTRIES AND PARTNERSHIPS. GIO WORKS CLOSELY WITH FEDERAL AGENCIES SUCH AS NASA NOAA NSF AND THE STATE DEPARTMENT TO CARRY OUT NATIONAL AND INTERNATIONAL COLLABORATIONS. GLOBE AND THE GIO ARE FUNDED BY NASA AND AS SUCH GIO IS PLANNING TO STRENGTHEN CONNECTIONS WITH OTHER NASA FUNDED GLOBE-BASED PROJECTS. THIS CONNECTION ALREADY EXISTS WITH A GROUP OF GIO LIAISONS TO FOUR FUNDED SCIENCE ACTIVATION PROJECTS THROUGH THE OFFICE OF STEM ENGAGEMENT. GLOBE IS ALSO EVOLVING MORE INTO A STEM PROGRAM WHILE STILL MAINTAINING ITS STRONG CONNECTIONS TO THE EARTH SCIENCES. THIS WILL BE SOLIDIFIED BY TWO OF THE FOUR FUNDED SCIENCE ACTIVATION PROJECTS THAT HAVE A FOCUS ON ENGINEERING AND GLOBE AS PART OF THEIR WORK AND BY ENCOURAGING STUDENTS TO THINK ABOUT ENGINEERING AND TECHNOLOGY AS PART OF THEIR EARTH SCIENCE PROJECT SUBMISSIONS TO THE IVSS. ALSO GIO WORKS CLOSELY WITH SSAI THE TECHNOLOGY WORKING GROUP THE GLOBE OBSERVER (GO) TEAM AND OTHER NASA-FUNDED PARTNERSHIPS TO PROMOTE THE USE OF APPS PROBES AND OTHER NEW TECHNOLOGIES FOR THE PROGRAM. IN ADDITION GIO WORKS CLOSELY WITH THE GLOBE OBSERVER (GO) TEAM IN THE PROMOTION AND USE OF THE GO APP WITHIN THE COMMUNITY. GIO WILL CONTINUE TO WORK WITH THE GO AND IS COMMITTED TO SOLIDIFYING THE RELATIONSHIPS BETWEEN THESE TWO TEAMS. IN SUMMARY THIS PROPOSAL OUTLINES THE LEADERSHIP AND SUPPORT THAT GIO WILL CONTINUE TO PROVIDE TO THE GLOBE COMMUNITY TO HELP REALIZE THE GOALS OF THE 2018-2023 STRATEGIC PLAN AND IN TURN STRENGTHEN AND BROADEN THE COMMUNITY AND THE PROGRAM.$18,398,312

USING THE 2016 INDEPENDENT NASA REVIEW PANEL REPORT AS A GUIDING DOCUMENT THIS STATEMENT OF WORK INTEGRATES A NUMBER OF KEY POINTS WITHIN THE PLANNED OPERATIONS OF THE GIO. INDEED WE AGREE WITH THE SENTIMENT FROM THE PANEL THAT GIVEN THIS CURRENT MOMENT IN HISTORY GLOBE CAN MAKE MAJOR CONTRIBUTIONS TO BOTH SCIENCE AND EDUCATION. OVER THE NEXT TWO YEARS AS THE GLOBE PROGRAM S FOCUS ON COMMUNITY INVOLVEMENT CONTINUES THE GIO WILL CONTINUE TO ENGAGE WITH AND SUPPORT THE COMMUNITY THROUGH A NUMBER OF THE INITIATIVES AS OUTLINED IN THIS DOCUMENT. AT THE END OF THIS PERIOD THE GLOBE PROGRAM SHOULD BE VIEWED TO AN EVEN GREATER EXTENT AS A LEADER IN EARTH SYSTEM SCIENCE EDUCATION. ONE OF THE MAJOR CHALLENGES FACING THE LIVING WITH A STAR PROGRAM (LWS) IS THE DEVELOPMENT OF A RESEARCH COMMUNITY THAT CROSSES TRADITIONAL DISCIPLINE BOUNDARIES TO ATTACK SYSTEM-WIDE PROBLEMS CENTRAL TO UNDERSTANDING AND MODELING THE SUN-SOLAR SYSTEM CONNECTION. THE VISITING SCIENTIST PROGRAMS OFFICE (VSP) OF THE UNIVERSITY CORPORATION FOR ATMOSPHERIC RESEARCH (UCAR) HAS PARTNERED WITH THE UNIVERSITY COMMUNITY TO DEVELOP A FOCUSED HELIOPHYSICS SUMMER SCHOOL (HELD YEARLY SINCE 2007) AND A SUCCESSFUL POSTDOCTORAL FELLOWSHIP PROGRAM (SINCE 2009) TO ADDRESS THIS CHALLENGE. THIS PROPOSAL SEEKS TO ESTABLISH A FIVE-YEAR COOPERATIVE AGREEMENT WITH NASA FOR THE CONTINUATION OF VSP S SUCCESSFUL EFFORTS TO FACILITATE THE TRAINING AND EDUCATION OF A NEW GENERATION OF SCIENTISTS AND SUPPORT INTERACTIONS WITHIN THE HELIOPHYSICS COMMUNITY. VSP S MISSION: TO HELP PREPARE THE NEXT GENERATION OF SCIENTIFIC LEADERS AND WORKFORCE BY SUPPORTING EFFECTIVE AND COLLABORATIVE FELLOWSHIP VISITOR AND WORKSHOP PROGRAMS THAT MEET EMERGING TRAINING AND RESEARCH NEEDS. IN SUPPORT OF THE NASA HELIOPHYSICS DIVISION S LONG-TERM GOAL OF DEVELOPING THE SCIENTIFIC UNDERSTANDING NEEDED FOR THE UNITED STATES TO EFFECTIVELY ADDRESS THOSE ASPECTS OF THE CONNECTED SUN-EARTH SYSTEM THAT MAY AFFECT LIFE AND SOCIETY THE VISITING SCIENTIST PROGRAMS OFFICE HELPS EARTH SYSTEMS SCIENTISTS DEVELOP A NEW RESEARCH COMMUNITY AND BUILD PRODUCTIVE COLLABORATIVE WORKING RELATIONSHIPS. TO REACH THIS GOAL VSP: ORGANIZES HOSTS AND ADMINISTERS THE ANNUAL HELIOPHYSICS SUMMER SCHOOLS TO FOSTER LEARNING AND DEVELOPMENT OF HELIOPHYSICS AS A BROAD COHERENT DISCIPLINE. THIS INCLUDES SUPPORT IN DEVELOPING ADDITIONAL TEACHING TOOLS THAT MAY INCLUDE TEXTBOOKS PROBLEMS SETS LABS AND DISTANCE LEARNING MODULES. EVERY YEAR VSP PROVIDES PROJECT LEADERSHIP FOR THE HELIOPHYSICS SUMMER SCHOOL. WHILE THE CONTENT OF THE SUMMER SCHOOL IS DESIGNED BY AND FOR THE SCIENTISTS INVOLVED VSP CONTRIBUTES PLANNING AND LOGISTICAL SUPPORT EFFICIENT ON-LINE REGISTRATION MECHANISMS CREATION AND PUBLICATION OF AGENDAS AND SCHEDULES AND ON-SITE SUPPORT WHILE THE SUMMER SCHOOL IS IN SESSION. ESTABLISHED AND ADMINISTERS THE JACK EDDY POSTDOCTORAL FELLOWSHIP PROGRAM WHICH MATCHES EARLY CAREER PHDS WITH HOSTING MENTORS IN ORDER TO BUILD A NEW GENERATION OF SCIENTISTS. EACH YEAR VSP WILL RECRUIT CANDIDATES FROM AROUND THE WORLD FOR THREE OR MORE JACK EDDY FELLOWSHIPS. A UCAR-APPOINTED STEERING COMMITTEE WILL REVIEW CANDIDATE APPLICATIONS IN THE SPRING AND RECOMMEND THE MOST HIGHLY-QUALIFIED CANDIDATES FOR TWO-YEAR APPOINTMENTS. FELLOWS ARE MATCHED WITH EXPERIENCED HOST SCIENTISTS AT U.S. ACADEMIC INSTITUTIONS OR RESEARCH LABS TO CONDUCT INDEPENDENT RESEARCH PROJECTS. ESTABLISHED A COMMUNICATIONS PLAN AND TEAM TO BROADEN THE REACH OF HELIOPHYSICS SCIENCE TO A LARGER AUDIENCE. AS WITH ALL COMMUNICATION IN THE SOCIAL AND MOBILE AGE A KEY OBJECTIVE OF UPDATING HELIOPHYSICS COMMUNICATION IS NOT SIMPLY REACHING A MODERNDAY AUDIENCE BUT ALSO PROMOTING ACTIVE EXCHANGE AMONG THE HELIOPHYSICS COMMUNITY RESEARCHERS WRITERS EDUCATORS AND EVEN SPACE WEATHER FORECASTERS. HOSTS AND ADMINISTERS EDUCATIONAL AND COLLABORATIVE WORKSHOPS FOR THE BENEFIT OF VSP FELLOWS AND THE LARGER EARTH SYSTEM SCIENCE COMMUNITY.
