RESEARCH SCIENTISTS ADJUNCT FACULTY AND TENURE-TRACK/TENURED FACULTY ASSOCIATED WITH THE DIVISION OF SCIENCE AND ENVIRONMENTALPOLICY (DSEP) AT CSUMB PROPOSE TO CONDUCT JOINT COOPERATIVE RESEARCH WITH THE NASABIOSPHERIC SCIENCES PRINCIPAL INVESTIGATORS FOR THE NASA ARRA TASK TITLED WATER MANAGEMENTIN CALIFORNIA: SCALABLE TO REGIONAL TO NATIONAL APPLICATIONS. WORK CONDUCTED UNDER THISAGREEMENT WILL FOCUS ON THE IRRIGATION OPTIMIZATION SUB-TASK OF THE WATER MANAGEMENT INCALIFORNIA ARRA PROJECT (A JOINT EFFORT AMONG NASA ARC NASA MSFC AND NASA JPL).THE PROPOSED RESEARCH AND TECHNOLOGY DEVELOPMENT PROPOSED UNDER THIS AGREEMENT WILLDEMONSTRATE A CAPABILITY TO APPLY DATA FROM NASA SATELLITES AND MODELS TO IMPROVE IRRIGATIONEFFICIENCY AND WILL BUILD A FULLY OPERATIONAL DEMONSTRATION SYSTEM WITHIN CALIFORNIA THAT UTILIZESTHE NASA TERRESTRIAL OBSERVATION AND PREDICTION SYSTEM (TOPS) TO INTEGRATE SATELLITE DATA ANDMETEOROLOGICAL OBSERVATIONS WITH MODELS PARAMETERIZED FOR SPECIFIC CROP TYPES TO PRODUCE CROPCOEFFICIENT MAPS AND DAILY ESTIMATES OF SOIL MOISTURE EVAPOTRANSPIRATION (ET) AND IRRIGATIONDEMAND FOR MULTIPLE CROPS IN CALIFORNIA. WE WILL DEPLOY WIRELESS SENSOR NETWORKS AND CONDUCT ASERIES OF FIELD CAMPAIGNS TO VALIDATE ESTIMATES FROM THE MODELING SYSTEM. IRRIGATION FORECASTSAND IN-SITU OBSERVATIONS WILL BE DISTRIBUTED TO WATER DISTRICTS AND THE AGRICULTURAL COMMUNITY VIABOTH SIMPLE MESSAGING SERVICE (SMS) MESSAGES TO HANDHELD DEVICES AS WELL AS A BROWSER-BASEDIRRIGATION OPTIMIZATION DECISION SUPPORT SYSTEM (DSS). AS A RESULT, AGRICULTURAL PRODUCERS FACE A FUTURE OF BEING ASKED TO DO MORE WITH LESS WATER. THE OPENET SYSTEM, A SATELLITE-BASED EVAPOTRANSPIRATION (ET) DATA AND OPEN DATA SERVICE, PROVIDES AN OPPORTUNITY TO ACCELERATE THE USE OF DATA-DRIVEN MANAGEMENT. THE GOAL OF OUR PROPOSAL IS TO QUANTIFY FIELD TO BASIN-SCALE WATER NEEDS AND EVALUATE THE CONSERVED CONSUMPTIVE WATER USE FROM PREVIOUS WATER CONSERVATION INVESTMENTS. TRADITIONAL METHODS, INCLUDING MANUAL WEEDING AND ROBOTIC WEEDERS BASED ON SHAPE DIFFERENCES BETWEEN CROPS AND WEEDS, ARE INCREASINGLY UNECONOMICAL DUE TO LABOR SHORTAGES AND HIGH COSTS. THIS PROJECT PROPOSES A NOVEL APPROACH: LEVERAGING HYPERSPECTRAL IMAGING (HSI) IN COMBINATION WITH MACHINE LEARNING TO REVOLUTIONIZE WEED CONTROL IN AGRICULTURAL SETTINGS. THIS TECHNIQUE USES SPECIALIZED CAMERAS TO MEASURE LIGHT REFLECTION AMONGPLANT SPECIES AS A WAY TO DIFFERENTIATE WEEDS FROM CROPS.HSI OFFERS A SIGNIFICANT ADVANTAGE OVER CONVENTIONAL METHODS OF WEED MANAGEMENT. IT IS EFFECTIVE EVEN IN COMPLEX SCENARIOS LIKE PARTIAL VISIBILITY OF WEEDSOR SIZE VARIATIONS, AND IS ADAPTABLE TO DIFFERENT PLANTING METHODS. OUR OBJECTIVE IS TO HARNESS HSI'S POTENTIAL, CREATING AN EXTENSIVE DATASET OF HYPERSPECTRAL AND DIGITAL IMAGES.
