THE INTENT OF THIS PROJECT IS TO LEVERAGE THE EXISTING PROGRAMS AT THE PACIFIC MARINE ENERGY CENTER (PMEC) AND ACCELERATE THE TRANSITION OF MARINE ENERGY TECHNOLOGIES TO MARKET THROUGH: 1) STRENGTHENING WORKFORCE DEVELOPMENT, 2) DEVELOPING A STRATEGIC VISION AND OPERATING STRATEGY (IN COORDINATION WITH THE WATER POWER TECHNOLOGIES OFFICE (WPTO)), 3) CONDUCTING RESEARCH THAT WILL ADDRESS THE DEMONSTRATED NEEDS OF THE MARINE ENERGY INDUSTRY, AND 4) IMPROVING INFRASTRUCTURE THAT WILL HAVE A MATERIAL IMPACT ON THE ABILITY OF THE MARINE ENERGY INDUSTRY TO CONDUCT HIGH QUALITY RESEARCH. ** AWARDS ISSUED PRIOR TO JANUARY 20, 2025, WERE FUNDED UNDER PREVIOUS ADMINISTRATIONS AND MAY NOT REFLECT THE PRIORITIES AND POLICIES OF THE CURRENT ADMINISTRATION.** HIGH-VALUED, BIOBASED MATERIALS AND PRODUCTS (BBMP) MANUFACTURED FROM HEMP CAN BE AN ECONOMIC DEVELOPMENT DRIVER FOR NORTHWESTERN NATIVE AMERICAN TRIBES. THIRTEEN TRIBES WITHIN THE GEOPOLITICAL BOUNDARIES OF CALIFORNIA, IDAHO, MONTANA, NEVADA, OREGON, AND WASHINGTON HAVE EXPRESSED INTEREST IN INVESTING IN HEMP PRODUCTION, BIOBASED MANUFACTURING, AND UTILIZATION ON THEIR RESERVATIONS. THEY HAVE AGREED TO FORM AN INTERTRIBAL BUSINESS CONSORTIUM THAT PARTNERS WITH RURAL BUSINESSES, TECHNOLOGY PROVIDERS, UNIVERSITIES AND COLLEGES, FEDERAL RESEARCH CENTERS, AND OTHER ORGANIZATIONS TO IDENTIFY THE MOST FEASIBLE OPPORTUNITIES TO LINK PRODUCTION, MATERIALS PROCESSING, AND BIOBASED MANUFACTURING TO PRODUCE BBMP MADE FROM HEMP. OUR PROJECT BUILDS ON EARLIER USDA-SUPPORTED PROJECTS THAT HAVE DEVELOPED RELATIONSHIPS WITH TRIBES AND MADE GENERAL ASSESSMENTS OF PRIVATE TECHNOLOGY PROVIDER NEEDS TRIBAL INTERESTS IN HEMP. THIS PROJECT USES AND INTEGRATED RESEARCH, EXTENSION, AND EDUCATION OBJECTIVES TO DEFINE SPECIFIC BUSINESS OPPORTUNITIES THAT CAN BE UTILIZED TO DRAW INVESTMENTS TO ESTABLISH A COMPETITIVE, BIOBASED MANUFACTURING SECTOR IN THE REGION.WITH THE RELATIVELY LOW YIELDS OF HIGH-QUALITY TEXTILE FIBERS PRODUCED FROM HEMP STALKS, A WHOLE-SYSTEM VALUE PROPOSITION FOR HEMP-DERIVED BIOPRODUCTS IS NEEDED SO MULTIPLE OR EVEN OVERLAPPING PROCESS FLOWS AND SUPPLY NETWORKS ARE DEVELOPED THAT UTILIZE MATERIALS FOR A SUITE OF PRODUCED BBMP. OUR FOCUS ON ASSESSING COMMERCIAL HEMP FIBER PRODUCTION REQUIRES INTEGRATED PLANNING AND COORDINATION OF SUPPLY CHAIN OPERATIONS TO DEVELOP TRIBE-CENTRIC PRODUCTION AND PROCESSING CAPABILITIES. AS SUCH, WE LEVERAGE EXISTING TRIBE AND NON-TRIBE RESOURCES, CAPACITIES, AND INFRASTRUCTURE WITH A COMMUNITY CAPITALS FRAMEWORK TO IDENTIFY THE MOST RESILIENT PRODUCTION OPPORTUNITIES. THROUGH ONGOING ENGAGEMENT WITH HEMP PRODUCERS AND PROCESSORS, WE HAVE IDENTIFIED A SET OF CORE HEMP MATERIALS AND END-PRODUCTS. A TECHNOLOGY CLASSIFICATION CATEGORIZES HAVE IDENTIFIED VALUE-ADDED BBMP AND SERVES AS A STARTING POINT FOR COMMERCIAL VIABILITY ANALYSIS. OUR PRELIMINARY ANALYSES SUGGEST THESE PRODUCTS HAVE DIFFERENT LEVELS OF MANUFACTURING-SUPPLY CHAIN AND INSTITUTIONAL COMPLEXITY THAT WILL AFFECT HOW THE INDUSTRY CAN ACHIEVE SCALED PRODUCTION.WE FOCUS ON FOUR KEY OBJECTIVES:(I) ENABLE TRIBAL COMMUNITIES TO DEVELOP A BIOBASED ECONOMY UTILIZING HEMP THROUGH ENGAGEMENT AND EDUCATION. WORKING COLLABORATIVELY WITH NATIVE AMERICAN TRIBES' EXISTING EDUCATIONAL RESOURCES AND BUSINESS DEVELOPMENT STRUCTURES, WE WILL DEVELOP AN EDUCATED AND SKILLED MULTICULTURAL WORKFORCE THAT CAN EFFECTIVELY ENGAGE IN BIOBASED MANUFACTURING WITH A FOCUS ON TRIBAL COMMUNITIES, SPECIFICALLY K-12, COMMUNITY COLLEGES, UNIVERSITY STUDENTS, AND TRIBAL LEADERS AND COMMUNITY MEMBERS.(II) USING A WHOLE-SYSTEM APPROACH, WE WILL DISCOVER OPTIMAL HEMP BBMP QUALITY AND BIOBASED MANUFACTURING SYSTEMS EFFICIENCIES THROUGH BREEDING, FIELD PRODUCTION, HARVEST/HANDLING, AND PROCES,SING RESEARCH WITH A PRIMARY FOCUS ON THE POTENTIAL UTILIZATION OF THE WHOLE PLANT TO CONCURRENTLY GENERATE MULTIPLE PRODUCT INCOME STREAMS WITH NO WASTE AS IS DONE BY OTHER COMMODITIES SUCH AS COTTON, CORN, AND SOYBEAN. DEDICATED FIBER VARIETIES AND NEW GENETIC MATERIALS CREATED THROUGH GENOMIC SELECTION WILL BE ASSESSED UNDER A RANGE OF FIELD PRODUCTION, HARVEST/HANDLING, AND PROCESSING METHODS TO UNDERSTAND HOW BAST FIBER AND HURD YIELDS AND QUALITY ARE AFFECTED BY FOUR COMMERCIAL PRODUCTION, HARVEST, AND PRIMARY PROCESSING (PHPP) SYSTEMS.(III) DETERMINE OPTIMAL MATERIALS CHARACTERISTICS, EQUIPMENT, FACILITIES, AND TECHNOLOGY PROVIDER CONFIGURATIONS TO ESTABLISH SUSTAINABLE BBMP MANUFACTURING PIPELINES. MATERIALS AND BYPRODUCTS PRODUCED FROM SELECT PHPP COMBINATIONS WILL BE CHARACTERIZED FOR THEIR PHYSICAL AND CHEMICAL PROPERTIES AND THE DATA USED TO IDENTIFY THEIR POTENTIAL FOR THE HIGHEST-VALUED, TRIPLE-BOTTOM LINE, COMMERCIAL USE IN FOUR MATERIALS PROCESSING TO PRODUCTS BIOMANUFACTURING (MPPB) PATHWAYS BASED ON MANUFACTURERS' SPECIFICATIONS.(IV) SUPPORT INTERTRIBAL HEMP FIBER PRODUCTION AND VALUE-ADDED BIOBASED MANUFACTURING AND TRADING BUSINESS NETWORKS. THERE ARE MULTIPLE SYSTEMS AND TECHNOLOGICAL SOLUTIONS AVAILABLE TO ADDRESS GAPS IN A MODERN INDUSTRIAL BIOMANUFACTURING ECONOMY WHICH CAN BE ADDRESSED BY AN INTEGRATED EDUCATION AND ENGAGEMENT APPROACH THAT ENABLES THE DEVELOPMENT OF A MODERN TECHNICAL WORKFORCE, INCLUDING EQUIPPING THE NON-NATIVE PARTNERS. INFORMATION GENERATED FROM THE SYSTEMS ANALYSES WILL BE USED TO IMPROVE OVERALL TRIPLE-BOTTOM-LINE SYSTEM PERFORMANCE AND MAKE RECOMMENDATIONS TO THE IBC MEMBERS ON OPTIONS FOR SELECTING INVESTMENT OPPORTUNITIES.THE RESULTS FROM THIS PROJECT WILL PROVIDE IBC DECISION MAKERS; ECONOMIC DEVELOPERS; FINANCIERS; AND GOVERNMENT AGENCY SERVICE PROVIDERS; POLICY MAKERS; AND REGULATORS THE SCIENCE/BUSINESS-BASED INFORMATION THEY NEED TO EVALUATE THE TECHNICAL, ECONOMIC, ENVIRONMENTAL, AND SOCIAL IMPLICATIONS OF INVESTING IN A BIOBASED MANUFACTURING ECONOMY. OUR INTENT IS TO BUILD OUT A DOMESTIC ADVANCED BIOMANUFACTURING SECTOR THAT COMPETES IN WORLD MARKETS AND WHICH CAN CREATE NEW WEALTH AND JOBS AND FOSTER FURTHER ECONOMIC GROWTH, NOT ONLY ON RESERVATIONS, BUT ACROSS RURAL AMERICA AND CONTRIBUTE TOWARDS A LOWERED-CARBON 21ST CENTURY.THE PROJECT ADDRESSES A USDA NATIONAL INSTITUTE OF FOOD AND AGRICULTURAL REQUIREMENT THAT THE SUSTAINABLE AGRICULTURAL SYSTEMS (SAS) PROGRAM SIGNIFICANTLY ADVANCE THE BIOECONOMY AND HAS AN EMPHASIS ON GENERATING BENEFITS FOR UNDERSERVED COMMUNITIES. THIS PROJECT IS DEEPLY ROOTED IN THE LAND GRANT UNIVERSITY MISSION TO PROVIDE OPPORTUNITIES FOR ALL PEOPLE AND TO EQUIP THE NEXT GENERATION FOR SERVICE TO HELP MEET THE NEEDS OF AMERICAN PEOPLE, FAMILIES, AND COMMUNITIES WITH THE BASICS TO SUSTAIN LIFE THROUGH NUTRITIOUS FOOD FOR HEALTH, CLOTHING, AND SHELTER. THROUGH THIS PROJECT, WE DESIRE TO RESTORE AND PROVIDE RESTITUTION TO NATIVE AMERICAN NATIONS UPON WHICH T,HE SACRIFICE AND CONTRIBUTION OF THEIR LANDS AND CULTURE MADE POSSIBLE THE ESTABLISHMENT OF THE LAND GRANT UNIVERSITY SYSTEM. THIS PROJECT SUPPORTS BOTH THE WHITE HOUSE EXECUTIVE ORDER ON ADVANCING BIOTECHNOLOGY AND BIOMANUFACTURING INNOVATION FOR A SUSTAINABLE, SAFE, AND SECURE AMERICAN BIOECONOMY AND THE JUSTICE 40 INITIATIVE TO HELP CONFRONT DECADES OF UNDER-INVESTMENT IN UNDER-REPRESENTED COMMUNITIES. AS ENVISIONED BY CONGRESS IN ITS 2014 AND 2018 FARM BILLS, WE ASCRIBE TO THE POTENTIAL FOR HEMP. UNLIKE ANY OTHER COMMODITY, HEMP CAN SERVE AS THE FOUNDATIONAL MATERIAL TO THE MANUFACTURE OF MULTITUDE OF HIGH-PERFORMANCE BIOBASED PRODUCTS TO MEET THE DEMANDS OF A 21ST CENTURY ECONOMY. USING AN INTERDISCIPLINARY SYSTEMS APPROACH, THIS PROJECT WILL WORK TO IDENTIFY AND LINK ELEMENTS OF A GLOBALLY COMPETITIVE HEMP-BASED SUPPLY CHAIN FROM BORDER-TO-BORDER ACROSS THE PACIFIC STATES, EQUALLY INTEGRATING AMERICAN INDIAN TRIBES AND OTHER RURAL COMMUNITIES. THE 2023 REPORT OF THE FEDERAL WILDFIRE COMMISSION WARNED THAT THE SCOPE AND SCALE OF THE EXISTING WORKFORCE WAS INSUFFICENT FOR THE CURRENT SITUATION AND THAT THIS ISSUE WILL ONLY ESCALATE AS CLIMATE-DRIVEN SHIFTS IN WILDFIRE FREQUENCY AND SEVERITY CONTINUE TO INCREASE IN COMING YEARS. ONE REASON WHY THIS WORKFORCE IS UNSUSTAINABLE IS THAT IT RELIES ON THE LABOR OF MARGINALIZED POPULATIONS AND DOES NOT CONSISTENTLY PROVIDE FAIR WAGES, SAFE WORKING CONDITIONS, OPPORTUNITIES FOR CAREER ADVANCEMENT, OR RECOGNITIONAL EQUITY OF WORKERS. THERE IS A STRONG NEED TO PRODUCE INNOVATIONS THAT ENCOURAGE GROWTH OF A SKILLED AND MORE EQUITABLE WORKFORCE, AND SUPPORT LAND MANAGERS IN UTILIZING THIS WORKFORCE STRATEGICALLY, IN A SCIENCE-BASED AND COMMUNITY-SUPPORTED MANNER, AT THE SPATIAL AND TEMPORAL SCALES AT WHICH CLIMATE-DRIVEN DISTURBANCE IS OCCURRING.2. THIS COMPLEX ISSUE REQUIRES NOVEL RESEARCH, EDUCATION, AND EXTENSION THAT IS INTERDISCIPLINARY AND IN COLLABORATION WITH COMMUNITY PARTNERS. WE ASSEMBLED A DIVERSE TEAM OF UNIVERSITIES AND NON-PROFIT PARTNERS TO WORK TOGETHER TO IMPLEMENT THE FOLLOWING INTEGRATED APPROACHES TO BUILD AND APPLY NEW KNOWLEDGE:RESEARCH: WE WILL USE SECONDARY DATA ANALYSIS TO UNDERSTAND TRENDS IN FOREST RESTORATION AND FIRE MITIGATION, SUPPRESSION, AND RESTORATION ACTIVITIES, EMPLOYMENT, AND LABOR. WE WILL ALSO QUANTIFY THESCALE AND SPATIALITY OF NEEDED CLIMATE ADAPTATION IN THE PACIFIC NORTHWEST BY DEVELOPINGA SET OF SPATIAL MODELS OF MAJOR FORESTRY AND WILDFIRE CONTRACTING ACTIVITIES BETWEEN 2000 AND 2020. THIS WILL BE AUGMENTED BY QUALITATIVE CASE STUDIES THAT EXPLORE HOW MANAGERS AND PARTNERS CAN MOST EFFECTIVELY WORK TOGETHER TO IMPLEMENT RESILIENCY PRACTICES WHILE INVESTING IN A SUSTAINABLE AND EQUITABLE WORKFORCE. WE WILL ALSO SURVEY BUSINESSES TO UPDATE A CALCULATOR TOOL THAT CAN QUANTIFY THE ECONOMIC IMPACTS OF WILDFIRE MITIGATION AND RESTORATION PROJECTS.EDUCATION: WE WILL BUILD THE CAPACITY OF EDUCATIONAL LEADERS TO SUPPORT A SUSTAINABLE FORESTRY AND FIRE WORKFORCE BY INCREASING AWARENESS AMONG EXTENSION AND RESEARCH/TEACHING FACULTY SO THAT THEY CAN BETTER ADDRESS THESE,ISSUES IN THEIR INFORMAL ADULT EDUCATION AND FOR-CREDIT CAMPUS PROGRAMS, AND INVESTING IN TWO EXISTING PLACE-BASED FIRE EDUCATION PROGRAMS FOR K-12 STUDENTS.EXTENSION: WE WILL USE MULTIPLE METHODS TO INCREASE SAFETY, EQUITY, AND INVOLVEMENT OF WORKERS IN DECISION MAKING. THESE WILL INCLUDE 1) EXPANDING AN EXISTING PROMOTORA (COMMUNITY HEALTH WORKER) PROGRAM THAT PROVIDES DIRECT COMMUNICATION AND TRAINING TO WORKERS, 2) WORKER TRAININGSAND BILINGUAL CERTIFIED BURN MANAGER TRAININGS FOR CURRENT AND FUTURE ENTREPRENEURS THAT OFFER CLIMATE ADAPTATION SKILLS BUILDING AND PEER LEARNING, 3) A CUSTOM PHONE APP THAT WORKERS CAN USE TO ACCESS INFORMATION ABOUT AVAILABLE LEGAL RESOURCES, RIGHTS, AND TRAINING OPPORTUNITIES WHERE THEY ARE LOCATED, 4) A NEW COALITION OF ALIGNED PARTNERS TO ADVANCE APPLICATION OF PROJECT RESULTS TO INCREASE WORKFORCE EQUITY AND SCALE CLIMATE ADAPTATION IN FORESTRY, AND A TOOLKIT FOR THIS COALITION TO USE IN COMMUNICATING RESULTS AND SHARED MESSAGES, AND 5) A WORKER TASK FORCE TO INCREASE PROCEDURAL EQUITY IN FORESTRY/WILDFIRE COLLABORATIVES AND INFORM PROJECT EVALUATION, WHICH WILL INCLUDE LATINE WORKERS, YOUTHS, AND FORMERLY INCARCERATED INDIVIDUALS.3. THROUGH THESE APPROACHES, OUR ULTIMATE GOAL IS TO SUPPORT A SUSTAINABLE AND EQUITABLE ECONOMY THAT ENSURES FUNCTIONAL FOREST ECOSYSTEMS ARE RESILIENT TO WILDFIRE AND CAN SUSTAIN THE MYRIAD GOODS AND SERVICES THAT THE FORESTRY SECTOR PROVIDES. ALTHOUGH OUR PROJECT CANNOT BE EXPECTED TO ENTIRELY TRANSFORM ALL SYSTEM CHALLENGES, WE HOPE TO ACHIEVE SEVERAL MEANINGFUL SHORT AND MEDIUM-TERM OUTCOMES BY DEMONSTRATING AND SCALING SPECIFIC INNOVATIONS IN LANDSCAPE PRIORITIZATION, ENGAGEMENT OF UNDERSERVED POPULATIONS, AND CLIMATE ADAPTATION PRACTICES, LEADING TO LONGER-TERM OUTCOMES ALIGNED WITH AFRI'S GOALS: A MORE SUSTAINABLE FORESTRY SYSTEM BASED IN EQUITABLE ECONOMIC OPPORTUNITY THAT IS RESILIENT TO CLIMATE CHANGE AND SUPPORTS QUALITY OF LIFE FOR ALL WHO WORK IN, LIVE IN, AND RELY ON FORESTS. WE WILLGENERATE NEW KNOWLEDGE ABOUT THE ECONOMY AND GEOGRAPHY OF NEED FOR WILDFIRE MITIGATION, BUILD SKILLS AMONG WORKERS AND BUSINESSES, AND INCREASE THE OVERALL CAPACITY OF UNIVERSITY AND NONPROFIT PARTNERS TO WORK TOGETHER TOWARDS SHARED GOALS OF A RESILIENT AND EQUITABLE CLIMATEADAPTATION WORKFORCE. OUR INTEGRATED APPROACHES TOGETHER ARE INTENDED TO SUPPORT REDUCTION OF WILDFIRE RISK AND INCREASE CARBON SEQUESTRATION BY INCREASING A WORKFORCE THAT CAN HELP MINIMIZE LARGE, SEVERE FIRES THAT IMPAIR THAT ECOSYSTEM SERVICE IN FORESTS; AND CAN HELP LIMIT LOSSES TO TIMBER, RECREATION, DRINKING WATER SUPPLIES, AND OTHER CRITICAL VALUES. THIS PROJECT ALSO AIMS TO IMPROVE THE LONG-TERM SUSTAINABILITY OF FORESTED SOCIAL-ECOLOGICAL SYSTEMS AS OUR FOCUS ON LARGE LANDSCAPES AND INNOVATING CHANGE WITH PUBLIC LAND MANAGERS ALLOWS US TO SCALE OUR IMPACTS WITHIN THE PNW AND PRODUCE IMPLICATIONS RELEVANT FOR THE U.S. WEST AND OTHER FIRE-PRONE AREAS ACROSS THE NATION. AS THE PNW IS HOME TO A CONCENTRATION,OF BUSINESSES THAT PERFORM WILDFIRE MITIGATION, RESTORATION, AND RECOVERY AROUND THE ENTIRE U.S., HOW WE IMPLEMENT WORKFORCE SOLUTIONS HAS IMPLICATIONS BEYOND THE REGION, PARTICULARLY FOR H-2B PROGRAM USE AND CONTRACTING STRUCTURES.$8,095,000
