** AWARDS ISSUED PRIOR TO JANUARY 20, 2025, WERE FUNDED UNDER PREVIOUS ADMINISTRATIONS AND MAY NOT REFLECT THE PRIORITIES AND POLICIES OF THE CURRENT ADMINISTRATION.** THE IMMERSIVE PROFESSIONAL DEVELOPMENT EXPERIENCES FOR AGRISCIENCE TEACHERS TO EXPLORE THE FLORICULTURE INDUSTRY: STEM IT UP SQUARED (SIU2) PROGRAM WILL CREATE, MODEL, AND REPLICATE BEST PRACTICES TO ILLUMINATE THE SCIENCE, TECHNOLOGY, ENGINEERING, AND MATHEMATICS (STEM) CONCEPTS EMBEDDED WITHIN THE PLANT SCIENCE CURRICULA FOR SCHOOL-BASED AGRICULTURAL EDUCATION (SBAE) PROGRAMS. THE GOAL OF SIU2 IS TO ADDRESS THE NEED TO PREPARE A BROADENED STEM WORKFORCE WHICH HAS BEEN WELL DOCUMENTED OVER THE PAST DECADE (CARNEVALE ET AL., 2011; CROWELL, 2016; NCEE, 2007; NASNAEIOM, 2007; NRC, 2012). CAREER AND TECHNICAL EDUCATION (CTE), INCLUDING SBAE, HAS BEEN INSTRUMENTAL IN PREPARING A STEM-LITERATE WORKFORCE (ACTE, 2009). HOWEVER, TO BE SUCCESSFUL IN PREPARING STUDENTS TO MEET FUTURE CHALLENGES, K-12 AGRISCIENCE TEACHERS NEED RESOURCES AND SUPPORT FROM UNIVERSITIES AND INDUSTRY PARTNERS TO HELP HIGHLIGHT STEM IN SBAE PROGRAMS. FLORICULTURE, THE CULTIVATION OF ORNAMENTAL FLOWERING PLANTS, IS TYPICALLY TAUGHT BY SBAE TEACHERS THROUGH FLORAL DESIGN, MARKETING, USE AND SALE OF FLORIST CROPS, BUT IS NOT NECESSARILY DEEPLY FOCUSED ON THE PRODUCTION ASPECTS OF THE INDUSTRY, WHICH CONNECT TO STEM CONCEPTS AND CURRICULAR STANDARDS (AFNR AND NGSS) TAUGHT NATIONWIDE IN SBAE PROGRAMS. OUR PROJECT WILL PROVIDE AN INNOVATIVE, IMMERSIVE, PROFESSIONAL DEVELOPMENT (PD) PROGRAM FOR THE TARGET AUDIENCE - SECONDARY (GRADES 7-12) AGRISCIENCE TEACHERS. SIU2 WILL LEVERAGE PARTNERSHIPS WITH EDUCATION, INDUSTRY, AND TEACHING/LEARNING EXPERTS TO ENHANCE AGRISCIENCE TEACHERS' CONTENT KNOWLEDGE OF THE FLORICULTURE INDUSTRY. THE APPLICATION AND USE OF INQUIRY-BASED INSTRUCTION WILL BE MODELED AND PRACTICED IN ALL FACETS OF THE PD PROGRAM.THE PROJECT ADDRESSES TWO NIFA/AFRI PRIORITY AREAS: (A) PLANT HEALTH AND PRODUCTION AND PLANT PRODUCTS AND (B) AGRICULTURE ECONOMICS AND RURAL COMMUNITIES. EDUCATORS WILL BE IMMERSED IN FLORICULTURE INDUSTRY-AUTHENTIC LEARNING EXPERIENCES, AND THEN CREATE INSTRUCTIONAL MODULES INTENDED TO EMPOWER STUDENTS WITH KNOWLEDGE, SKILLS, AND DISPOSITIONS APPLICABLE WITHIN THE INDUSTRY. AGRISCIENCE TEACHERS WILL IMPLEMENT THEIR ENHANCED LITERACY OF AN ENTIRE AGRICULTURAL SYSTEM (I.E., FLORICULTURE/GREEN INDUSTRY), DESIGN NEW CURRICULA, AND CREATE EXPERIENCES TO EXTEND THE UNDERSTANDING OF THEIR STUDENTS. IN CONCERT, RURAL STUDENTS BETTER PREPARED TO WORK AND INNOVATE WITHIN AGRICULTURAL INDUSTRIES WILL BOLSTER RURAL COMMUNITIES THROUGH, AS EXAMPLES, CAREER READINESS AND ENTREPRENEURSHIP. SIU2 ALIGNS WITH THE PDAL PROGRAM AREA PRIORITIES TARGETING EDUCATIONAL PROFESSIONALS IN FOOD AND AGRICULTURAL SCIENCES. SPECIFICALLY, THE PROPOSED FLORICULTURE SIU2 PROGRAM COMBINES AN IMMERSIVE EXPERIENCE WITH VIRTUAL AND HANDS-ON RESEARCH, EXPERIENTIAL LEARNING OPPORTUNITIES, AND TRAINING FOR SECONDARY AGRISCIENCE TEACHERS.

ANNA KLEINER--EACH WITH DECADES OF RESEARCH AND/OR DIRECT EXPERIENCE ON LAND TENURE ISSUES; WITH SKILLED COMMUNITY- BASED PROJECT PARTNERS AMERICAN INDIAN MOTHERS(NC), CONCERNED CITIZENS OF TILLERY(NC), COTTAGE HOUSE, INC.(AL), GRUPO AMOR DE HOMESTEAD(FL), HEMPSTEAD PROJECT HEART(WI), KANSAS BLACK FARMERS ASSOCIATION, LATINO FARMERS OF THE SOUTHEAST(FL),OKLAHOMA BLACK HISTORICAL RESEARCH PROJECT, INC., ORGANIZACIÓN EN CALIFORNIA DE LIDERES CAMPESINAS AND RURAL ADVANCEMENT FUND OF THE NATIONAL SHARECROPPERS FUND(SC)-- IS TO MORE FULLY IDENTIFY AND DEFINE THE LAND TENURE CHALLENGES AND ENCUMBRANCES THAT IMPEDE THE ABILITY OF FARMERS TO OPERATE AND MANAGE VIABLE FARMS AND PASS THEM TO FUTURE GENERATIONS. USING FINDINGS, THEY WILL DEVELOP STRATEGIES AND POLICY RECOMMENDATIONS TO HELP THEM BETTER NAVIGATE THESE CHALLENGES. THEY WILL FURTHER ENDEAVOR TO IMPROVE THE DEFINITION AND CLASSIFICATION OF THE TYPES OF INSECURE LAND TENURE ARRANGEMENTS AND ENCUMBRANCES TO INFORM AND IMPROVE FUTURE RESEARCH.THE PARTNERS, INCLUDING 11 SEASONED FARMER LEADERS ON THE PROJECT'S FARMER ADVISORY TEAM, WILL DIRECTLY ENGAGE PRODUCER STAKEHOLDERS IN THE PRODUCTION, ANALYSIS AND DISSEMINATION OF RESULTS THAT DEFINE AND ASSESS THE IMPACT OF LAND TENURE ARRANGEMENTS ON FARM OPERATIONS AND HOW THESE MAY IMPEDE THE VIABILITY OF THE FARM OPERATION, INCLUDING ACCESS TO ESSENTIAL USDA PROGRAMS FOR FARMERS. EMPLOYING RESEARCH FINDINGS AND METHODS DEVELOPED TOGETHER OVER 2 DECADES, THE DOZEN PARTNERS WILL CONDUCT FOCUS GROUPS AND SURVEYS IN A DIVERSE ARRAY OF 34 COUNTIES. THE OVERALL PROJECT TEAM AND RESEARCH PARTNERS WILL COMPARE THE RESULTS AMONG THE TARGET GROUP OF FARMERS TO OTHERS IN THE SAME COUNTY AS REFLECTED IN NASS DATA. THEY WILL FURTHER ANALYZE FINDINGS AS COMPARED TO THE PREVIOUS FINDINGS OF ALL THE RESEARCH AND COMMUNITY BASED PARTNERS TO PROVIDE AN ENHANCED PICTURE OF THE DEGREE TO WHICH LAND TENURE ARRANGEMENTS AND ENCUMBRANCES POSE REAL BARRIERS TO THE VIABILITY OF SMALL SCALE LARGELY HISTORICALLY UNDERSERVED FARMERS AND RANCHERS, AND HOW THE BARRIERS VARY AMONG THE COUNTIES.LAND LOSS PREVENTION PROJECT WILL LEAD THE ASSESSMENT OF THE LEGAL NEEDS AND ACCESS TO LEGAL SERVICES FOR THE FARMERS RELATED TO ESTATES, SUCCESSION PLANNING, LEASES, CLOUDED TITLES, AND ALSO NON-OWNERSHIP ENCUMBRANCES INCLUDING ENERGY LEASES, RIGHTSOF WAY, EASEMENTS, WETLAND DESIGNATIONS, AND ALTERNATIVE ENERGY RIGHTS. USING THE FOCUS GROUPS AND THE SURVEYS, THE KNOWLEDGE AND PREVIOUS FINDINGS OF OUR RESEARCH PARTNERS, COMBINED WITH ADDITIONAL IN DEPTH RESEARCH IN SEVERAL AREAS OF NORTH CAROLINA, THE FULL TEAM WILL THEN WORK TOGETHER TO MORE CLEARLY DEFINE AND CLASSIFY THE ARRAY OF LAND TENURE ARRANGEMENTS AND RELATED ENCUMBRANCES THAT ARE FOUND TO IMPACT FARM OPERATIONS IN ORDER TO FILL OUTREACH, TECHNICAL ASSISTANCE AND RESEARCH GAPS ON THE IMPACT OF INSECURE FORMS OF LAND TENURE AND NON-OWNERSHIP ENCUMBRANCES ON THE AGRICULTURAL BASE OF THE COMMUNITY.THE PROJECT WILL BE COORDINATED BY RURAL COALITION (RC), AN HISTORIC ALLIANCE OF FARMERS, FARMWORKERS, INDIGENOUS, MIGRANT AND WORKING PEOPLE FROM THE UNITED STATES, MEXICO, CANADA, HAS WORKED SINCE 1978 TO DEVELOP AND IMPLEMENT PROGRESSIVE POLICIES RESPONSIVE TO RURAL NEEDS; AND DEVELOP THE CAPACITIES OF RURAL ORGANIZATIONS AND PEOPLE TO SECURE SYSTEMATIC CHANGE AND PROTECT AND SUSTAIN THEIR LAND AND COMMUNITIES. OUR DURABLE COALITION OF 50 COMMUNITY- BASED ORGANIZATIONS REPRESENTS DIVERSE LARGELY HISTORICALLY UNDERSERVED AND SOCIALLY DISADVANTAGED FARMERS AND RANCHERS AND FARMWORKERS SEEKING ENTRY TO FARMING. OVER THE YEARS, RC AND OUR PARTNERS HAVE DEVELOPED STRONG WORKING RELATIONSHIPS WITH USDA AND EXTENSION STAFF AT THE LOCAL, STATE AND NATIONAL LEVEL. OUR NETWORK HAS BECOME OUR TECHNOLOGY TO SUSTAIN A STRONG PEER-TO-PEER EXCHANGE NETWORK THAT LINKS OUR MEMBERS WITH OUR USDA PARTNERS AND HELPS US INCREASE CAPACITY TO UNDERSTAND PROGRAM REQUIREMENTS AND MAINTAIN SUPPORT STRUCTURES TO HELP PRODUCERS TO ACCESS THESE PROGRAMS. ALL PARTNERS IN THIS PROJECT WILL BENEFIT FROM THE SHARING AMONG GROUPS WORKING IN VARIOUS REGIONS AND FROM STRENGTHENED PARTNERSHIPS THAT PROMOTE EFFECTIVE EDUCATION, COMMUNICATIONS, RESPECT AND TRUST.IN ONGOING FARMER OUTREACH AND EDUCATION WORK SINCE THE EARLY 1980S, RURAL COALITION AND ITS PARTNERS HAVE FOUND THAT MANY HISTORICALLYUNDERSERVED FARMERS WHO ARE NOT REGISTERED WITH USDA ARE OFTEN RETICENT TO REVEAL ISSUES RELATED TO UNRESOLVED FAMILY PROPERTY OWNERSHIP OR INSECURE LAND TENURE ARRANGEMENTS THAT PRECLUDE THEIR PARTICIPATION. THIS IS COMPOUNDED BY THE PRODUCERS' DOUBTS THAT THEY WILL BE TREATED EQUITABLY IN ACCESSING USDA PROGRAMS GIVEN THE DIFFICULTY OF OBTAINING INFORMATION AND APPLYING FOR SERVICES THAT HAS BEEN LINKED TO SYSTEMIC AND HISTORICAL DISCRIMINATION, THE RECOGNITION OF WHICH HAS NOT YET ADEQUATELY CHANGED THE OUTCOMES FOR THESE FARMERS. THE FARMERS AND RANCHERS WE SERVE REPORT CONTINUED DIFFICULTIES IN ACCESSING ESSENTIAL USDA FARM, CREDIT, CONSERVATION AND RISK MANAGEMENT PROGRAMS FOR NUMEROUS REASONS. THESE INCLUDE THE LACK OF AVAILABILITY AND/OR HIGH COST OF LEGAL SERVICES, THE HIGH COST OF LAND, AND IN MANY CASES, THE PREPONDERANCE OF INSECURE LAND TENURE ARRANGEMENTS AND RELATED ENCUMBRANCES, INCLUDING THE LACK OF A CLEAR TITLE OR DEED TO LAND OR A SECURE LONG TERM LEASE REQUIRED TO OBTAIN A FARM AND TRACT NUMBER NEEDED TO ACCESS MOST USDA PROGRAMS.THE PROJECT WILL HELP INFORM POLICIES AND STRATEGIES LEADING TO MORE SECURE LAND TENURE ARRANGEMENTS THAT IMPROVE COMMUNITY RESILIENCE BY BETTER UNDERGIRDING THIS SECTOR OF AGRICULTURAL PRODUCERS. THE FOREST-GRASSLAND ECOTONE IN THE SOUTHCENTRAL US IS THE TENSION ZONE BETWEEN TWO MAJOR BIOMES AND PROVIDES A NUMBER OF IMPORTANT BENEFITS INCLUDING TIMBER, FORAGE FOR LIVESTOCK, AND WILDLIFE HABITAT FOR GAME AND NON-GAME SPECIES. ACTIVE MANAGEMENT OF THESE SYSTEMS USING PRESCRIBED FIRE, FOREST THINNING/HARVESTING, GRAZING, AND HERBICIDES CAN OPTIMIZE DESIRED BENEFITS FOR LANDOWNERS WITH A VARIETY OF MANAGEMENT OBJECTIVES. HOWEVER, PERIODIC SEVERE DROUGHTS THAT PLAGUE THIS AREA AND INCREASING CLIMATE VARIABILITY WILL PROFOUNDLY AFFECT THE PRODUCTIVITY, RESILIENCE, AND STABILITY OF ECOSYSTEMS ALONG THIS FOREST-GRASSLAND TENSION ZONE. UNDERSTANDING HOW DROUGHT AND CLIMATE VARIABILITY AFFECT THE PRODUCTIVITY AND ECONOMIC VALUE OF VARIOUS ECOSYSTEM TYPES WITHIN THE ECOTONE IS KEY TO SUSTAINABLY MANAGE THIS REGION FOR MULTIPLE OBJECTIVES BOTH NOW AND IN THE FUTURE.OUR ULTIMATE GOAL OF THIS PROJECT IS TO FACILITATE SUSTAINABLE MANAGEMENT OF THE FOREST-GRASSLAND ECOTONE FOR DIFFERENT COMBINATIONS OF OBJECTIVES SUCH AS TIMBER, GRAZING, AND WILDLIFE HABITAT BASED ON RECENT CONDITIONS AND TO ADAPT MANAGEMENT TO MITIGATE THE NEGATIVE EFFECTS OF FUTURE DROUGHT AND POTENTIAL CLIMATE CHANGE. OUR OVERALL OBJECTIVES ARE TO 1) DETERMINE HOW ANNUAL VARIATION IN WEATHER (1986-2017), THAT INCLUDES TEMPERATURE AND PRECIPITATION EXTREMES, AND PRESCRIBED FIRE RETURN INTERVAL AFFECT THE PRODUCTIVITY OF COMPONENTS OF DIFFERENT ECOSYSTEMS RANGING FROM CLOSED-CANOPY FOREST TO SAVANNA/GRASSLAND AND 2) DETERMINE ASSOCIATED ECONOMIC BENEFITS GAINED FROM DIFFERENT MIXES OF MANAGEMENT UNDER RECENT CLIMATIC CONDITIONS AND FUTURE CLIMATE SCENARIOS. WE HYPOTHESIZE 1) DROUGHT AND HIGHER THAN NORMAL TEMPERATURES REDUCE TREE GROWTH MORE THAN HERBACEOUS PLANT GROWTH, 2) DROUGHT AND HIGHER THAN NORMAL TEMPERATURES REDUCE GROWTH OF DENSER FORESTS MORE SO THAN LESS DENSE FORESTS, 3) HIGH INTENSITY PRESCRIBED FIRE HAS A NET NEGATIVE EFFECT ON TREE GROWTH AND POSITIVE EFFECT ON HERBACEOUS PLANT GROWTH, 4) YEARS WITH DROUGHT AND ABOVE AVERAGE TEMPERATURE WILL CAUSE A GREATER DECREASE IN ECONOMIC RETURN FOR TIMBER OBJECTIVES THAN FOR CATTLE GRAZING OR WILDLIFE FORAGE, 5) EXTRAPOLATING THE CLIMATE TO HOTTER AND DRIER CONDITIONS WILL RESULT IN GRAZING AND WILDLIFE OBJECTIVES INCREASING IN ECONOMIC VALUE RELATIVE TO TIMBER OBJECTIVES. WHILE PREVIOUS STUDIES MAINLY DETERMINED THE EFFECTS OF WEATHER AND CLIMATE ON GRASSLANDS OR FORESTS SEPARATELY, THIS PROJECT WILL SYSTEMATICALLY MEASURE EFFECTS ACROSS A CONTINUUM OF ECOSYSTEMS WITH DIFFERENT LEVELS OF HERBACEOUS AND TREE DOMINANCE. THIS IS CRITICAL FOR SUSTAINABLE MANAGEMENT ALONG THE FOREST-GRASSLAND ECOTONE WHERE A MOSAIC OF DIFFERENT ECOSYSTEMS EXIST AND WHERE MANAGEMENT CAN READILY SHIFT ECOSYSTEM TYPE.WE ARE UNIQUELY SUITED TO ADDRESS THESE OBJECTIVES. THE PDS ARE INVOLVED WITH MEASURING AND MAINTAINING, AND HAVE ACCESS TO HISTORICAL DATA FROM A RESEARCH INSTALLATION IN SOUTHEASTERN OKLAHOMA THAT HAS BEEN CONTINUOUSLY TREATED AND MONITORED SINCE 1983. TREATMENTS INCLUDE VARIOUS LEVELS OF TREE HARVESTING AND THINNING AS WELL AS FIRE EXCLUSION AND PRESCRIBED FIRE AT ONE, TWO, THREE, AND FOUR YEARS RETURN INTERVALS. THE RESULT IS A RANGE OF ECOSYSTEM TYPES THAT INCLUDE MATURE PINE-OAK FOREST, EVEN-AGED PINE-OAK FOREST, UNEVEN-AGED PINE-OAK FOREST, OPEN WOODLAND, AND SAVANNA. EACH OF THESE DIFFERENT ECOSYSTEM TYPES PRESENTS DIFFERENT MANAGEMENT OPPORTUNITIES FOR TIMBER, GRAZING, AND WILDLIFE. ANNUAL DATA OF UNDERSTORY VEGETATION GROWTH BY FUNCTIONAL GROUP (GRASS, FORB, WOODY, LEGUME, SEDGE) DATING BACK TO 1986 WERE COLLECTED ARCHIVED AND AVAILABLE FOR THE RESEARCH TEAM TO USE. ANNUAL GROWTH FOR WOODY TREES OVER THE SAME TIME PERIOD WILL BE ANALYZED USING DENDROCHRONOLOGICAL TECHNIQUES. THE CLIMATE DATA ARE AVAILABLE FROM DAYMET (THORNTON ET AL., 2017) AND THE TREATMENT PERIOD INCLUDED SEVERAL MAJOR DROUGHT EVENTS.TO FACILITATE MEETING LANDOWNER OBJECTIVES AND OPTIMIZING ECONOMIC RETURN, THE COMMODITY VALUE FOR TIMBER AND CATTLE GRAZING AS WELL AS THE NONMARKET-BASED VALUE OF DEER FORAGE FOR DIFFERENT ECOSYSTEM TYPES AND THE ASSOCIATED EFFECTS OF DROUGHT, CLIMATE VARIABILITY, AND PRESCRIBED FIRE WILL BE DETERMINED. THE ANNUAL VARIATION IN TIMBER BENEFITS WILL BE DETERMINED BY INCORPORATING THE EMPIRICALLY DETERMINED EFFECTS OF FIRE AND CLIMATE VARIABILITY ON TREE PRODUCTIVITY INTO GROWTH AND YIELD MODELS FOR STANDS OF DIFFERENT COMPOSITIONS AND DENSITIES. GRAZING BENEFITS WILL BE QUANTIFIED BY CALCULATING THE ANNUAL CARRYING CAPACITY FOR CATTLE BASED ON ANNUAL GRASS PRODUCTIVITY. BECAUSE WILDLIFE HABITAT IS A BENEFIT NOT READILY TRADED IN MARKETPLACE, NONMARKET-BASED STATED PREFERENCE METHODS WILL BE USED TO QUANTIFY THE VALUE OF DEER. THEN, THE VALUE OF DEER FORAGE PROVIDED BY THE DIFFERENT ECOSYSTEMS WILL BE CALCULATED BASED ON PERCENT OF ANNUAL UNDERSTORY PRODUCTION THAT IS PREFERRED BY DEER. THE COMPONENT VALUES, I.E., TIMBER, CATTLE GRAZING, DEER FORAGE, WILL BE DETERMINED AS WILL THE CUMULATIVE ECONOMIC VALUE PROVIDED BY THE DIFFERENT ECOSYSTEM TYPES UNDER A RANGE OF DROUGHT, MANAGEMENT, AND CLIMATE SCENARIOS.COLLECTIVELY, THESE RESULTS CAN BE USED TO SYSTEMATICALLY ANALYZE HOW PRESCRIBED FIRE AND CLIMATE AFFECT DIFFERENT ECOSYSTEM TYPES, THE PRODUCTIVITY OF THEIR VARIOUS COMPONENTS, AND THE ASSOCIATED ECONOMIC BENEFITS. BY PROVIDING INFORMATION ON THE FINANCIAL TRADEOFFS THAT DIFFERENT ECOSYSTEM TYPES PRESENT FOR VARIOUS OBJECTIVES AND THE EFFECTS OF CLIMATE AND MANAGEMENT, OUR RESULTS WILL ENABLE LANDOWNERS TO MORE PROFITABLY AND SUSTAINABLY MANAGE THEIR LANDS IN THE FACE OF FUTURE DROUGHTS AND UNCERTAIN CLIMATE ALONG THE FOREST-GRASSLAND ECOTONE. THESE EFFORTS WILL IMPROVE THE LIVES OF PEOPLE WITHIN OKLAHOMA AND THROUGHOUT THE CENTRAL FOREST-GRASSLAND TRANSITION ZONE AND, THEREFORE, CONTRIBUTE TO THE CORE LAND-GRANT MISSION OF OKLAHOMA STATE UNIVERSITY.
