SCIENCE GOALS AND OBJECTIVES DURING THE FIRST YEAR OF ROSETTA'S STUDY OF COMET 67P/CHURYUMOV-GERASIMENKO (BETWEEN AUGUST 2014 AND SEPTEMBER 2015) THE SPACECRAFT OBSERVED A NUMBER OF RELATIONSHIPS BETWEEN SURFACE PHENOMENA AND COMETARY ACTIVITY. THESE INCLUDE OUTBURSTS THAT ORIGINATE ON SLOPES AND SCARPS (VINCENT ET AL. 2015) AND TEMPORAL CHANGES IN PLANAR SURFACES ASSOCIATED WITH THE EXPOSURE OF ICES ON THE SURFACE (GROUSSIN ET AL. 2015). SUNSHINE ET AL. (2017) ALSO POINTED OUT THAT MANY REGIONS ON THE SURFACE EXHIBIT LAYERING WHICH CAN BE DISTINGUISHED AT ALL SCALES FROM TENS OF METERS (SEEN IN OSIRIS AND NAVCAM IMAGES FROM DIFFERENT DISTANCES) DOWN TO MILLIMETER SCALES (IN THE ROLIS IMAGES UNDER THE PHILAE LANDER). THESE PHENOMENA SUGGEST THAT THE FORMATION AND EVOLUTION OF SURFACE FEATURES MAY BE GOVERNED BY PROCESSES RELATING TO SUBLIMATION OF VOLATILES RATHER THAN TO THE INHERENT HETEROGENEITIES IN THE MECHANICAL STRUCTURE OF THE NUCLEUS. METHODOLOGY WE PROPOSE TO USE THE ROSETTA OSIRIS NAVCAM AND ROLIS IMAGES IN CONJUNCTION WITH THE 67P SHAPE MODELS TO INVESTIGATE THE BEHAVIOR OF SURFACES OF INTEREST ON COMET 67P. THE OUTBURSTS FROM SCARPS REPRESENT ONE END OF THE ACTIVITY SCALE (INTENSE SHORT-DURATION ACTIVITY) WHILE THE PLANAR SURFACES REPRESENT THE OTHER (LOW-INTENSITY ACTIVITY AT ALL SCALES LASTING FOR MONTHS). AFTER CHARACTERIZING THE TEMPORAL BEHAVIOR WE WILL INCORPORATE MODELS OF THE THERMAL ENVIRONMENT AND VOLATILE SUBLIMATION TO DETERMINE HOW THE SURFACE REACTS TO THE CHANGING INSOLATION. RELEVANCE TO THE ROSETTA DATA ANALYSIS PROGRAM ROSETTA OBTAINED A WEALTH OF OBSERVATIONS OF 67P THAT PROMISE TO REVEAL THE INNER WORKINGS OF COMET 67P. OUR WORK WILL UTILIZE DATA FROM OSIRIS NAVCAM AND ROLIS AS WELL AS THE DERIVED SHAPE MODELS TO INVESTIGATE THE SUBLIMATION MECHANISMS THAT DRIVE COMETARY ACTIVITY AND TO DETERMINE HOW THOSE MECHANISMS AFFECT THE EVOLUTION OF THE SURFACE.
