AMERICAN AGRICULTURE USES A JUST-IN-TIME DELIVERY MODEL WHERE AN EGG LAID OR LOIN HARVESTED TODAY MAY BE ON STORE SHELVES TOMORROW. WHEN OUTBREAKS HAPPEN, MOVEMENTS --INCLUDING THOSE FROM UNINFECTED FARMS--MAY BE STOPPED TO PREVENT DISEASE SPREAD. THE COLLATERAL DAMAGE FROM STOPPING AGRICULTURAL PRODUCT MOVEMENTS MAY BE A LARGER THREAT TO ANIMAL WELFARE, THE FOOD SUPPLY, SOCIAL STABILITY, AND RURAL ECONOMIC VIABILITY THAN THE DISEASE ITSELF. THE SECURE FOOD SYSTEMS (SFS) APPROACH IS A WAY TO PREVENT DAMAGE WHILE MAINTAINING FOOD PRODUCTION AND ACCESS TO MARKETS. THE APPROACH INCLUDES ELUCIDATING INFECTION PATHWAYS AND DEVELOPING PRACTICAL BIOSECURITY MEASURES TO MITIGATE THOSE INFECTION RISKS. IN ADDITION, SCIENTIFICALLY-SOUND DISEASE DETECTION STRATEGIES ARE DEVELOPED TO SUPPORT RISK-BASED PERMITTED ANIMAL AND AGRICULTURAL PRODUCT MOVEMENTS FROM UNINFECTED PRODUCTION PREMISES WITHIN OUTBREAK CONTROL AREAS. IN 2015, 2016 AND 2017, THIS APPROACH WAS SUCCESSFULLY USED FOR POULTRY-TO-MARKET MOVEMENTS DURING THE H5 AVIAN INFLUENZA OUTBREAKS BECAUSE PRODUCERS AND REGULATORS WERE ABLE TO FOLLOW THE PROACTIVELY DEVELOPED GUIDANCES IN THE SECURE POULTRY SUPPLY PLAN. ADDITIONALLY, SFS APPROACHES ARE LINKED TO THE PROGRAM PRIORITIES BECAUSE THEY STRATEGICALLY INCREASE BIOSECURITY, PRUDENTLY MANAGE RESOURCES, AND PRODUCE APPLIED AND RELEVANT RESEARCH THROUGH EFFECTIVE COLLABORATIONS AND PUBLIC-PRIVATE PARTNERSHIPS. THEREFORE, WE PROPOSE TO EXPAND THE SFS TO TACKLE OTHER PATHOGENS AND MOVEMENTS WITH NEW APPROACHES FOLLOWING THE PROVEN METHODS ABOVE TO DEVELOP TACTICAL STRATEGIES FOR LIMITING DISEASE OUTBREAK SPREAD IN AGRICULTURE SYSTEMS AND PERFORMING OUTREACH TO EDUCATE AGRICULTURE INDUSTRIES ON HOW TO USE THE SFS PLATFORM TO EFFECTIVELY PREPARE FOR AND RESPOND TO DISEASE EMERGENCIES. ?
