** AWARDS ISSUED PRIOR TO JANUARY 20, 2025, WERE FUNDED UNDER PREVIOUS ADMINISTRATIONS AND MAY NOT REFLECT THE PRIORITIES AND POLICIES OF THE CURRENT ADMINISTRATION.** LAND APPLICATION IS A WELL-ESTABLISHED PRACTICE FOR RECLAIMING MUNICIPAL WASTEWATER, SUPPLYING FORESTS WITH GROWTH-PROMOTING WATER AND NUTRIENTS, AND PROTECTING ENVIRONMENTAL QUALITY. HOWEVER, EXCESS INPUTS OF NITROGEN AND PHOSPHOROUS (P) CAN RESULT IN LOSSES TO SURFACE WATERS RESULTING IN DEGRADED WATER QUALITY, WHICH RISKS THE HEALTH OF HUMANS AND ECOSYSTEMS. FOR THIS PROJECT, WE ARE COLLABORATING WITH THE CITY OF POST FALLS, IDAHO TO ESTABLISH A RESEARCH AND DEMONSTRATION PROJECT TO DETERMINE THE CAPACITY OF FOREST ECOSYSTEM TO RETAIN P APPLIED IN WASTEWATER. WE WILL APPLY RECLAIMED WATER AND SPIKE IT WITH P TO CHARACTERIZE WHERE IN THE FOREST ADDED P ACCUMULATES. WE WILL MEASURE TREE GROWTH RESPONSES, ESTABLISH THE CAPACITY OF FORESTS TO RETAIN P, MONITOR AND FORECAST WATER AND P LOSSES THROUGH DRAINAGE, AND IDENTIFY THE AMOUNT OF P FORESTS CAN ASSIMILATE BEFORE RISKING LOSSES TO GROUND AND SURFACE WATERS..RESULTS FROM THIS PROJECT ARE RELEVANT TO THE GOALS OF REUSING WATER, DECREASING NUTRIENT LOADING TO FRESH WATER SOURCES, AND IMPROVING NUTRIENT MANAGEMENT. OUR INTENT IS TO PROMOTE FOREST WATER RECLAMATION FACILITIES AS EFFECTIVE, LOW-COST NUTRIENT FILTERS WITH THE GOAL OF EXPANDING THE USE OF THIS APPROACH AS AN EASILY SCALABLE AND ENVIRONMENTALLY SOUND MEANS TO SUPPORT SUSTAINABLE DEVELOPMENT. OUR OUTREACH AND EDUCATION EFFORTS WILL PROMOTE INCREASING THE NUMBER OF COMMUNITIES SERVED BY SUCH FACILITIES. WE WILL ALSO PROMOTE PARTNERSHIPS WITH ADJACENT TIMBERLAND OWNERS TO EXTEND THE TREATMENT AREA OF INDIVIDUAL FACILITIES AND DECREASE PER-ACRE APPLICATION RATES. SUCH EXTENSION WILL IMPROVE FOREST GROWTH ACROSS A BROADER LANDSCAPE, INCREASE THE EFFECTIVENESS OF TREATMENT, AND LENGTHEN THE FACILITY OPERATING LIFETIME. SHARING EFFLUENT AS A RESOURCE WOULD LOWER THE BURDEN OF FACILITIES TO OWN OR LEASE LAND FOR EFFLUENT DISPOSAL AND INCREASE DEMAND FOR GROWTH-PROMOTING WATER AND NUTRIENTS THAT THE EFFLUENT CONTAINS. THE RIGOROUS INFORMATION THAT WE GATHER ON THE FATE AND TRANSPORT OF P AND NITROGEN APPLIED TO LAND IN WASTEWATER WILL IMPROVE OUR ABILITY TO PROTECT WATER QUALITY, WHILE ALSO SUPPORTING THE INFORMATION NEEDS OF NUMEROUS LOCAL AND REGIONAL STAKEHOLDERS.
