** AWARDS ISSUED PRIOR TO JANUARY 20, 2025, WERE FUNDED UNDER PREVIOUS ADMINISTRATIONS AND MAY NOT REFLECT THE PRIORITIES AND POLICIES OF THE CURRENT ADMINISTRATION.** CHANGING CLIMATE PATTERNS THREATEN THE RESILIENCE OF MANY SECTORS OF THE U.S. ECONOMY. AGRICULTURE IS PARTICULARLY VULNERABLE TO CLIMATE CHANGE DAMAGES AS HIGHER TEMPERATURES AND INCREASINGLY VARIABLE PRECIPITATION PATTERNS DIRECTLY IMPACT PRODUCTIVITY AND PROFITABILITY. AGRICULTURE IN THE WESTERN U.S., WHERE IRRIGATION IS NECESSARY TO PRODUCE MOST CROPS, IS PARTICULARLY VULNERABLE AS WARMING TEMPERATURES AND DIMINISHED SNOWPACK HAVE SIGNIFICANTLY REDUCED WATER AVAILABILITY. CURRENT AND PROJECTED FUTURE LEVELS OF WATER SCARCITY IN THE WEST UNDERSCORE THE IMPORTANCE OF UNDERSTANDING AGRICULTURAL SECTOR RESPONSES TO DIMINISHED WATER AVAILABILITY. THIS PROJECT AIMS TO CHARACTERIZE THE WATER SCARCITY ADAPTATION BEHAVIOR OF THE WESTERN IRRIGATED AGRICULTURAL SECTOR, INCORPORATING BOTH PRODUCER LEVEL BEHAVIOR AND THE DECISIONS OF WATER DELIVERY ORGANIZATIONS (E.G., IRRIGATION DISTRICTS, DITCH COMPANIES, ACEQUIAS, ETC.). THIS MULTIFACETED APPROACH CONSTITUTES A SIGNIFICANT CONTRIBUTION TO THE LITERATURE AS MOST PREVIOUS RESEARCH HAS FOCUSED PRIMARILY ON PRODUCER LEVEL ADAPTATION BEHAVIORS IGNORING UPSTREAM WATER MANAGEMENT DECISIONS. TO ACCOMPLISH THIS OBJECTIVE, THIS PROJECT WILL EMPIRICALLY MODEL 1) WATER DELIVERY ORGANIZATION ADAPTATION DECISIONS THROUGH ACTIONS SUCH AS INVESTMENTS IN SUPPLEMENTAL WATER SUPPLIES, AND STORAGE AND CONVEYANCE INFRASTRUCTURE; 2) INDIVIDUAL PRODUCER ADAPTATION DECISIONS INCLUDING CHANGING CROP MIX, LAND FALLOWING, AND ADOPTING EFFICIENT IRRIGATION TECHNOLOGIES; 3) THE RELATIONSHIP BETWEEN WATER DELIVERY ORGANIZATION AND INDIVIDUAL PRODUCER ADAPTATION BEHAVIOR TO UNDERSTAND HOW ORGANIZATION LEVEL DECISIONS AFFECT THE PRODUCER INCENTIVES FOR ADAPTATION. TO COMPLEMENT THESE ANALYSES, THIS PROJECT WILL ALSO CHARACTERIZE THE BENEFITS OF ADAPTATION BEHAVIORS OBSERVED. TOGETHER THESE LINES OF INQUIRY WILL INFORM FUTURE POLICY-MAKING EFFORTS AIMING TO SUPPORT THE RESILIENCE OF WESTERN IRRIGATED AGRICULTURE.
