THE SCIENTIFIC IMPACT OF THIS PROPOSED RESEARCH WILL REVEAL HOW WELL SATELLITE-BASED INFORMATION AND DEEP LEARNING MODELS CAN AID IN UNDERSTANDING THE IMPACTS OF FLOODS ON POST-EVENT DAMAGE AND EXPOSURE. WE EXPECT THE RESULTS OF THIS RESEARCH TO CONTRIBUTE INSIGHTS ON THE ADVANTAGES AND CHALLENGES OF SATELLITE IMAGERY TO DETECT URBAN DAMAGE AND FILL GAPS IN CURRENT FLOOD MAPPING METHODS. THIS PROPOSAL USES NASA EARTH OBSERVATION DATA INCLUDING MODIS LANDSAT AMSR-2 AND CSDA PROGRAM DATA (PLANETSCOPE) FOR A NOVEL APPROACH TO DETECT EXPOSURE. THIS PROPOSAL IS RELEVANT TO NASA'S EARTH SCIENCE AND APPLIED SCIENCES PROGRAM AIMS TO USE EARTH SCIENCE AND SATELLITE OBSERVATION TO INFORM DECISION-MAKING RELATED TO HAZARDS AND EXTREME EVENTS. ALIGNED WITH NASA'S COMMITMENTTO CONNECT SCIENTIFIC IMPACT TO EQUITY AND ENVIRONMENTAL JUSTICE THIS RESEARCH AIMS TO CREATE METHODS THAT GENERATE MORE INCLUSIVE ESTIMATES OF EXPOSURE GIVEN THE INCREASING FLOOD IMPACTS THAT AFFECT THE MOST MARGINALIZED POPULATIONS IN THE UNITED STATES.
