A PERFORMANCE ASSESSMENT AND CHARACTERIZATION WILL BE PERFORMED OF THE LEVEL 2 (L2) WIND SPEED DATA PRODUCTS PROVIDED BY SPIRE GLOBAL INC. TO THE NASA CSDA PROGRAM. THE ASSESSMENT WILL EXAMINE THE MEAN DIFFERENCE (AKA BIAS) AND ROOT MEAN SQUARE DIFFERENCE (RMSD) WITH RESPECT TO COINCIDENT MATCHUPS WITH SEVERAL WIDELY USED WIND SPEED REANALYSIS PRODUCTS. THE CHARACTERIZATION WILL EXAMINE THE DEPENDENCE OF THE BIAS AND RMSD ON A VARIETY OF VARIABLES INCLUDING GEOPHYSICAL PARAMETERS (E.G. REANALYSIS WIND SPEED LOCAL TIME OF DAY GEOLOCATION) AND MEASUREMENT PARAMETERS (E.G. INCIDENCE ANGLE OF OBSERVATION WHICH SPIRE SPACECRAFT MADE THE OBSERVATION AND WHICH GPS SPACECRAFT TRANSMITTED THE SIGNAL OF OPPORTUNITY). THE POSSIBLE DEPENDENCE OF BIAS AND RMSD ON OTHER GEOPHYSICAL AND MEASUREMENT PARAMETERS WILL ALSO BE EXAMINED AND REPORTED IF ANY ARE FOUND ALTHOUGH THE ONES LISTED ARE CONSIDERED MOST LIKELY BASED ON PRIOR EXPERIENCE WITH SIMILAR EVALUATIONS PERFORMED OF THE NASA EARTH VENTURE CYGNSS L2 WIND SPEED DATA PRODUCTS (RUF ET AL 2016). THE DATA ANALYSIS TOOLS AND APPROACHES USED WILL LEVERAGE SIMILAR WORK DONE FOR CYGNSS. RESULTS OF THE CYGNSS PERFORMANCE ASSESSMENT AND CHARACTERIZATION ARE REPORTED IN RUF ET AL. (2018) AND RUF ET AL. (2019). A LARGE SUITE OF ADDITIONAL DIAGNOSTIC SOFTWARE ANALYSIS TOOLS HAVE ALSO BEEN DEVELOPED AS PART OF THE CYGNSS MISSION TO AID IN THE DEVELOPMENT OF L1 CALIBRATION AND L2 RETRIEVAL ALGORITHMS THAT GENERATE ITS DATA PRODUCTS. THESE DIAGNOSTIC TOOLS WILL ALSO BE ADOPTED AND APPLIED TO THE SPIRE L2 WIND DATA AS ANOTHER MEANS OF IDENTIFYING AND CHARACTERIZING ANY PECULIARITIES IN THE BEHAVIOR OF THE DATA PRODUCT.
