THIS PROPOSAL DESCRIBES A SERIES OF PROJECTS THAT WILL IMPROVE OUR UNDERSTANDING OF HOW NEUTRON STARS ACCRETE AND EJECT MATTER AS WELL AS OUR UNDERSTANDING OF NEUTRON STARS THEMSELVES. THESE QUESTIONS ARE CENTRAL TO THE NASA ASTROPHYSICS THEME "THE PHYSICS OF THE COSMOS". SIMULTANEOUS X-RAY AND RADIO STUDIES OF BLACK HOLES HAVE ESTABLISHED A CLEAR CORRELATION BUT IT IS LESS CLEAR IF NEUTRON STARS OBEY THE SAME COUPLING. WITH THE FLEXIBILITY OF SWIFT THE SENSITIVITY OF NUSTAR AND THE NEW SENSITIVITY OF THE UPGRADED VLA THE TIME IS IDEAL TO UNDERSTAND HOW NEUTRON STARS ACCRETE AND LAUNCH JETS. THIS IS PARTICULARLY IMPORTANT IN AN ERA OF GALACTIC SURVEYS THAT IDENTIFY THE NATURE OF SOURCES BASED ON THEIR RADIO/X-RAY FLUX RATIO; THE BEHAVIOR OF NEUTRON STARS MUST BE UNDERSTOOD TO MAKE SECURE IDENTIFICATIONS.
