ASSESSING THE POTENTIAL HABITABILITY OF JUPITER S MOON EUROPA IS A PRIMARY GOAL OF BOTH THE NASA PLANETARY SCIENCE DIVISION AND THE UPCOMING EUROPA MISSION. TWO REMAINING UNKNOWNS CRITICAL TO THIS GOAL ARE THE CHEMICAL COMPOSITION OF THE SUBSURFACE OCEAN AND THE DEGREE TO WHICH THE OCEAN AND SURFACE ARE IN CONTACT. THE GALILEO MISSION PROVED THAT SPECTROSCOPIC OBSERVATIONS OF THE SURFACE ARE A POWERFUL TOOL FOR INVESTIGATING BOTH QUESTIONS. PERHAPS THE MOST COMPELLING CLUES TO OCEAN CHEMISTRY AND SURFACE-SUBSURFACE EXCHANGE ARE THE ABUNDANT HYDRATED SALT MINERALS DETECTED BY THE GALILEO NEAR INFRARED MAPPING SPECTROMETER (NIMS) AND MORE RECENT GROUND-BASED OBSERVATIONS. HOWEVER THE INFERENCE OF OCEAN COMPOSITION FROM SURFACE COMPOSITION IS HIGHLY DEPENDENT ON THE EXTENT AND LOCATIONS OF GEOLOGIC ACTIVITY AND THE INTERPLAY OF ENDOGENOUS AND EXOGENOUS PROCESSES IN SHAPING THAT COMPOSITION. TO ADDRESS THESE QUESTIONS WE ARE OBTAINING A UNIQUE SET OF OBSERVATIONS USING THE ATACAMA LARGE MILLIMETER/SUBMILLIMETER ARRAY (ALMA) HUBBLE SPACE TELESCOPE (HST) AND KECK OBSERVATORY. WE ALREADY POSSESS ENOUGH SPATIALLY RESOLVED ALMA IMAGES TO CONDUCT A COMPLETE SEARCH FOR ENDOGENOUS THERMAL SIGNATURES INDICATIVE OF GEOLOGIC ACTIVITY. WE WILL DEVELOP A GLOBAL THERMAL MODEL TO ACCOUNT FOR THE COMPLICATING EFFECTS OF BOLOMETRIC ALBEDO THERMAL INERTIA AND EMISSIVITY. HST WILL PROVIDE A GLOBAL SPECTROSCOPIC MAP AT VISIBLE WAVELENGTHS WHICH WILL CONFIRM THE PRESENCE OR ABSENCE OF IRRADIATED CHLORIDE SALTS ON THE SURFACE. ANY CORRESPONDENCE BETWEEN THE ALMA AND HST DATA WILL HAVE ENORMOUS IMPLICATIONS FOR OUR UNDERSTANDING OF THE OCEAN CHEMISTRY. FINALLY WE WILL USE THE NEAR INFRARED SPECTROGRAPH NIRSPEC AT THE KECK OBSERVATORY TO INVESTIGATE THE DISTRIBUTIONS IDENTITIES AND DYNAMICS OF EXOGENOUS SURFACE COMPONENTS. THE SYNTHESIS OF ALL OF THESE OBSERVATIONS HAS THE POTENTIAL TO TRANSFORM OUR UNDERSTANDING OF THE SUBSURFACE AND SURFACE ENVIRONMENTS SETTING THE STAGE FOR A SUCCESSFUL EUROPA MISSION.
