IT IS PROPOSED TO UTILIZE NEUTRON STAR MASS AND RADIUS INFORMATION ACQUIRED FROM PHASE-RESOLVED SPECTROSCOPY UTILIZING THE NICER X-RAY TELESCOPE TO ESTABLISH CONSTRAINTS ON THE DENSE MATTER EQUATION OF STATE. THE PRIMARY TOOLS WILL CONSIST OF BOTH FREQUENTIST AND BAYESIAN ANALYSES INCORPORATING A VARIETY OF PRIOR INFORMATION OBTAINED FROM PULSAR TIMING NEUTRON STAR MASS MEASUREMENTS EXPERIMENTAL STUDIES OF NUCLEI COLD ATOMS AND THEORETICAL STUDIES OF NEUTRON MATTER. ADDITIONALLY ASSISTANCE WILL BE PROVIDED TO THE WORKING GROUPS DETERMINING TARGET SELECTIONS AND ESTABLISHING SYSTEMATIC UNCERTAINTIES IN THE MODELING OF X-RAYS FROM ACCRETING AND PULSING NEUTRON STARS.
