WE PROPOSE TO IMPLEMENT KEY PICKUP ION (PUI) DYNAMICS OUTSIDE THE HELIOPAUSE IN A STATE-OF-THE-ART 3D MODEL OF THE HELIOSPHERE CONSTRAINED BY THE LATEST INTERSTELLAR BOUNDARY EXPLORER (IBEX) OBSERVATIONS IN ORDER TO QUANTIFY THE DOMINANT PHYSICAL PROCESSES GOVERNING PUIS IN THE OUTER HELIOSHEATH (OHS) AND UNDERSTAND THEIR POSSIBLE ROLE IN FORMING THE IBEX RIBBON (MCCOMAS ET AL. 2009). THESE PROCESSES WHICH INCLUDE FIELD LINE PROPAGATION MAGNETIC MIRRORING ADVECTION ADIABATIC ACCELERATION AND SPATIAL RETENTION VIA PITCH ANGLE SCATTERING REGULATE THE DISTRIBUTION OF PUIS IN THE OHS OVER A SPAN OF SEVERAL YEARS AND DEPENDING ON WHICH PROCESSES DOMINATE MAY FORM THE "RIBBON" OF ENA FLUXES DISCOVERED BY IBEX. NUMEROUS MECHANISMS UTILIZING VARIOUS PHYSICAL ASSUMPTIONS HAVE BEEN PROPOSED TO EXPLAIN THE RIBBON'S EXISTENCE (FOR REVIEW MCCOMAS ET AL. 2014; SEE ALSO ISENBERG 2014; GIACALONE&JOKIPII 2015). THE SOURCE OF THE RIBBON VIA SECONDARY ENAS FROM THE OHS HAS RECEIVED MUCH ATTENTION BUT IT HAS MULTIPLE VARIANTS THAT DEPEND ON THE LEVEL OF PITCH ANGLE SCATTERING IN THE OHS. MOREOVER MOST MODELS IMPLEMENT LIMITED DYNAMICS IN THE "STRONG" OR "WEAK" PITCH ANGLE SCATTERING LIMITS WITH SIMPLIFIED ASSUMPTIONS FOR THE SOLAR WIND (SW) AND LOCAL INTERSTELLAR MEDIUM (LISM) PROPERTIES YIELDING VARYING RESULTS. WITHOUT A CONSISTENT IMPLEMENTATION OF ALL KEY PROCESSES IT IS DIFFICULT TO DETERMINE IF EITHER STRONG OR WEAK SCATTERING OF PUIS IN THE OHS ARE A VIABLE SOURCE FOR THE RIBBON. IT IS THE GOAL OF THIS PROPOSAL TO IMPROVE OUR UNDERSTANDING OF THE RELATION BETWEEN PUIS IN THE OHS AND THE IBEX RIBBON BY IMPLEMENTING KEY PHYSICAL PROCESSES IN THE STRONG AND WEAK SCATTERING LIMITS IN A 3D FRAMEWORK. FOCUSING ON THESE LIMITS ALLOWS US TO EXPLORE THE RANGE OF PUI DYNAMICS THAT EXIST OR ARE MISSING IN CURRENT MODELS AND SIMPLIFIES THEIR IMPLEMENTATION IN A 3D SIMULATION.
