INCIDENT SOLAR RADIATION IS THE MAJOR SOURCE OF ENERGY OVER LAND SURFACES AND CONTROLS THE EXCHANGE OF MATTER AND ENERGY BETWEEN THE LAND SURFACE AND THE ATMOSPHERE. DOWNWARD SHORTWAVE RADIATION (DSR) AND ITS VISIBLE PORTION PHOTOSYNTHETICALLY ACTIVE RADIATION (PAR) OVER LAND SURFACES ARE REQUIRED BY ALMOST ALL LAND SURFACE MODELS. PREVIOUS SATELLITE PRODUCTS OF DSR AND PAR TYPICALLY HAVE COARSE SPATIAL RESOLUTION THAT CANNOT MEET THE REQUIREMENTS OF LAND PROCESS MODELING AND DATA ANALYSIS. FUNDED THROUGH THE NASA ROSES 2013 PROGRAM THEY HAVE DEVELOPED THE FIRST OPERATIONAL GLOBAL HIGH-RESOLUTION LAND DSR (MCD18A1) AND PAR (MCD18A2) PRODUCTS FROM MODIS DATA. THE SOFTWARE PACKAGE HAS BEEN DELIVERED AND INTEGRATED INTO THE MODIS ADAPTIVE PROCESSING SYSTEM (MODAPS) THAT IS OPERATIONALLY GENERATING THESE TWO GLOBAL PRODUCTS. THE PRELIMINARY VALIDATION RESULTS SUGGESTED THE NEW MODIS DSR AND PAR PRODUCTS REPRESENT SUBSTANTIAL IMPROVEMENTS OVER EXISTING COARSERESOLUTION PRODUCTS. HOWEVER PRODUCT MAINTENANCE AND ALGORITHM REFINEMENTS ARE ESSENTIAL TO IMPROVING THE ACCURACY AND QUALITY OF THE PRODUCTS TO BETTER SERVE THE SCIENTIFIC COMMUNITY. THEY PROPOSE TO PRODUCE IMPROVED 1KM GLOBAL PRODUCTS OF DSR AND PAR OVER LAND SURFACES USING MODIS DATA. BASED ON THE SUCCESS OF THE PREVIOUS PROJECT THE PROPOSED STUDY WILL FOCUS ON FOUR MAJOR TASKS: 1) EXTENSIVE PRODUCT VALIDATION FOR DETERMINING ERRORS/ UNCERTAINTIES AND PRODUCTION MONITORING; 2) ALGORITHM REFINEMENTS AND PRODUCT IMPROVEMENT; 3) DEVELOPMENT OF PRODUCT INTEGRATION METHOD; AND 4) OUTREACH. THIS RESEARCH PROPOSAL DIRECTLY RESPONDS TO SUB-ELEMENT 2.1 SCIENCE DATA ANALYSIS OF ROSES2017 A.37 THE SCIENCE OF TERRA AQUA AND SUOMI NPP. THEY WOULD LIKE TO PARTICIPATE IN THE MODIS AND SUOMI NPP SCIENCE TEAM AND LAND MEASUREMENTS TEAM. THE IMPROVED HIGH-RESOLUTION MODIS LAND DSR AND PAR PRODUCTS ARE IMPORTANT TO THE FOLLOWING NASA EARTH SCIENCE FOCUS AREAS: 1) CARBON CYCLE AND ECOSYSTEMS FOCUS AREA; 2) CLIMATE VARIABILITY AND CHANGE FOCUS AREA; 3) WATER AND ENERGY CYCLE FOCUS AREA; AND 4) APPLICATION AREAS. THE USER COMMUNITIES INCLUDE: 1) HYDROLOGISTS/ECOLOGISTS; 2) AGRONOMISTS; 3) FEDERAL AGENCY OFFICIALS INVOLVED IN WATER RESOURCE ALLOCATION CROP YIELD ASSESSMENT AND DROUGHT MONITORING; 4) URBAN AND REGIONAL PLANNERS FOR USE IN MITIGATING HEAT ISLAND EFFECTS; AND 5) POWER PLANT ADMINISTRATORS FOR ESTIMATING AVAILABLE SOLAR ENERGY.
