THIS PROPOSAL OUTLINES PLANS FOR THE COOPERATIVE PROGRAMS FOR THE ADVANCEMENT OF EARTH SYSTEM SCIENCE'S (CPAESS) COLLABORATION WITH NASA HEADQUARTERS HELIOPHYSICS DIVISION TO PROVIDE PROJECT LEADERSHIP FOR THE PREDICTING SOLAR CYCLE 25 WORKSHOPS. CPAESS PROPOSES A TWO-YEAR AGREEMENT FOR THE PROPOSAL PERIOD OF OCTOBER 1 2017 THROUGH SEPTEMBER 30 2019. OBJECTIVE WHILE THE CONTENT OF THE WORKSHOPS ARE DESIGNED BY AND FOR THE SCIENTISTS INVOLVED CPAESS WILL COORDINATE WITH NASA AND THE NOAA SPACE WEATHER PREDICTION CENTER TO CONVENE A SCIENTIFIC PANEL TO EXAMINE DIFFERING FORECAST SCENARIOS FOR THE AMPLITUDE AND PHASE OF SOLAR ACTIVITY DURING SOLAR CYCLE 25. THIS PANEL WILL BE CHARGED WITH DETERMINING A CONSENSUS FORECAST INCLUDING CONFIDENCE LIMITS TO BE PUBLISHED FOR COMMUNITY CONSUMPTION. MOTIVATION THE INTENSITY OF SOLAR INPUT TO THE GEOSPACE ENVIRONMENT IS CRITICAL TO THE STATE OF MANY SYSTEMS. KNOWING THE PROFILE OF THE NEXT SOLAR CYCLE MEANS THAT CONTINGENCY PLANNING AND REQUIREMENTS FOR REBOOSTING SPACE ASSETS SUCH AS THE INTERNATIONAL SPACE STATION CAN BE PLANNED WELL IN ADVANCE. ALL EXISTING AND PLANNED LOW-EARTH SATELLITES CAN BENEFIT FROM AN ACCURATE FORECAST OF THE SOLAR CYCLE. MANY SATELLITE OPERATORS USE THE SOLAR CYCLE FORECAST AS A PART OF REGULAR PLANNING. OTHER NATIONAL INTERESTS BENEFITING FROM AN ACCURATE SOLAR CYCLE PREDICTION INCLUDE ELECTRIC UTILITIES AND HIGH FREQUENCY (HF) COMMUNICATIONS. IN ORDER TO MAKE THE PREDICTION MOST RELEVANT TO ELECTRIC UTILITIES AND HF COMMUNITIES THE PANEL WILL ALSO CONSIDER EXTENDING THE CONSENSUS FORECAST TO INCLUDE SOLAR ACTIVITY LEVELS.
