THIS IS A PROPOSAL FOR THE DEVELOPMENT OF A CONTINUITY ALGORITHM TO DETECT AND MONITOR SEA ICE LEADS (FRACTURES) FROM MODERATE RESOLUTION IMAGING SPECTRORADIOMETER (MODIS) AND VISIBLE INFRARED IMAGING RADIOMETER SUITE (VIIRS) OBSERVATIONS. UNDER A PREVIOUS NASA ANNOUNCEMENT ROSES-2013 A.28 THE SCIENCE OF TERRA AND AQUA WE DEVELOPED AN ALGORITHM TO DETECT SEA ICE LEADS IN THE ARCTIC USING MODIS OBSERVATIONS. THAT PROJECT CUMULATES IN AN ATBD DESCRIBING THE ALGORITHM. THE ALGORITHM HAS BEEN APPLIED TO ALL TERRA AND AQUA MODIS DATA TO YIELD THE LOCATION AND PROPERTIES (LENGTH WIDTH AND ORIENTATION) OF THE LEADS THROUGHOUT THE TERRA AND AQUA PERIOD. FOR ROSES-2017 WE PROPOSE THE FOLLOWING INTERDEPENDENT ACTIVITIES: 1. EXTENSION OF THE MODIS ALGORITHM TO VIIRS FOR CONTINUITY. THE ALGORITHM FOR MODIS IS BASED ON A 1KM MODIS FIELD-OF-VIEW. VIIRS HAS 750M SPATIAL RESOLUTION MODERATE RESOLUTION BANDS (MBANDS) 375 M SPATIAL RESOLUTION IMAGING RESOLUTION BANDS (I-BANDS) AND CONSTRAINED PIXEL GROWTH ACROSS THE SWATH. WHILE THE LEADS ALGORITHM IS ADAPTABLE TO THAT FINER RESOLUTION WE NEED TO COMPARE THE VIIRS ANALYSIS WITH MODIS TO ASSURE A CONSISTENT PRODUCT. INITIAL COMPARISONS SHOW DIFFERENCES WHEN THE ALGORITHM IS APPLIED TO THE TWO INSTRUMENTS. THE OVERLAPPING TIME PERIOD BETWEEN VIIRS AND MODIS WILL BE USED TO DEFINE THE CONTINUITY OF THE LEADS DATA SET. 2. ENHANCE RESOLUTION. THE ALGORITHM HAS BEEN APPLIED TO THE MODIS DATA SET AND WILL SOON BE BROADLY AVAILABLE. WE PROPOSE TO DO THE SAME FOR THE VIIRS PRODUCT THUS PROVIDING A CONTINUOUS SATELLITE RECORD OF OBSERVATIONS THAT HELP SCIENTISTS TO STUDY ARCTIC ENVIRONMENTAL CHANGES. THE HIGHER RESOLUTION I-BAND VIIRS CHANNELS WILL BE USED TO HELP ASSESS UNCERTAINTIES IN THE 1KM LEAD WIDTH LENGTH AND ORIENTATION STATISTICS OF THE MODIS ERA. 3. TREND ANALYSIS. IN ADDITION TO ALGORITHM EFFORTS THE PROPOSED EFFORT INCLUDES AN ANALYSIS OF THE OBSERVED TRENDS IN THE LEAD PROPERTIES FROM THE COMBINED DATA SET. THE TREND ANALYSIS WILL INCLUDE LEAD AREAL COVERAGE SIZE PARAMETERS AND ORIENTATION. THESE PROPERTIES WILL BE COMPARED TO INDEPENDENT DATA SETS SUCH AS SEA ICE THICKNESS AND ATMOSPHERIC WINDS. THIS PROPOSAL IS RESPONSIVE TO SECTION 2.3 (ALGORITHMS FOR TERRA AND AQUA EXISTING DATA PRODUCT AND SUOMI NPP EOS CONTINUITY DATA PRODUCT CREATION AND REFINEMENT). THIS IS A CATEGORY 2 PROPOSAL TO DEVELOP A CONTINUITY PRODUCT. ALL PROCESSING OCCURS IN HOUSE AND THEREFORE DOES NOT IMPACT NASAS PRODUCTION CAPACITY
