WE PROPOSE A WIYN 3.5M MULTI-OBJECT SPECTROSCOPIC PROGRAM TO OBSERVE RADIO-LOUD AGN IN THE LAT FL8Y CATALOG. OPTICAL SPECTRA OF THE TARGET AND UP TO 60 NEARBY GALAXY CLUSTER CANDIDATES WILL BE OBTAINED SIMULTANEOUSLY INCREASING THE CHANCES OF DETERMINING A CLUSTER REDSHIFT FOR LINELESS BL LACS. PRIORITY WILL BE GIVEN TO HIGH ENERGY FLUX COMPACT RADIO AGN WITH G MAG.>19 AND NO PRIOR SPECTROSCOPY. THESE DATA WILL ENHANCE FERMI SCIENCE BY ESTABLISHING AGN CLASSIFICATIONS LINE LUMINOSITIES REST FRAME SYNCHROTRON PEAK FREQUENCIES AND JET SPEEDS. BY INCREASING THE FRACTION OF LAT-DETECTED BLAZARS WITH KNOWN REDSHIFTS COMPLETE SAMPLES WILL BE ASSEMBLED TO FAINTER FLUX LEVELS IMPROVING THE THE MEASURED LUMINOSITY FUNCTIONS OF BLAZAR SUB-CLASSES AND OUR UNDERSTANDING OF THE EGRB.
