SATELLITE REMOTE SENSING OF ATMOSPHERIC COMPOSITION IS BECOMING AN INCREASINGLY IMPORTANT SOURCE OF INFORMATION IN AIR QUALITY MANAGEMENT AND PUBLIC HEALTH SURVEILLANCE. CURRENT INSTRUMENTS SUCH AS MODIS MISR OMI AND VIIRS HAVE PROVIDED VALUABLE ENHANCEMENTS TO NUMEROUS DECISION SUPPORT ACTIVITIES AT THE LOCAL TO GLOBAL SCALES. AS THE STAKEHOLDERS OUTSIDE NASA GAIN EXPERIENCE IN ADOPTING VARIOUS NASA EARTH OBSERVATIONS INTO THEIR DECISION SUPPORT ACTIVITIES THEY ALSO REALIZE THE LIMITATIONS OF THESE DATA PRODUCTS. FOR EXAMPLE CURRENT SATELLITES CANNOT PROVIDE HIGH SPATIAL-RESOLUTION PM SPECIATION DATA FOR USERS TO BETTER UNDERSTAND THE DIFFERENTIAL TOXICITY OF PM COMPONENTS THEREFORE BETTER DESIGN EARLY WARNING SYSTEMS AND EMISSIONS CONTROL POLICY. THE CURRENT SATELLITES CANNOT PROVIDE TROPOSPHERIC OZONE DATA AS WELL AS GAS-PHASE PRECURSORS SUCH AS NO2 AT A HIGH SAMPLING FREQUENCY TO CHARACTERIZE OZONE POLLUTION EPISODES. IN ADDITION AEROSOL RETRIEVALS FROM INSTRUMENTS ON A POLAR SATELLITE ARE OFTEN INSUFFICIENT TO TRACK THE DEVELOPMENT OF AN AIR POLLUTION EVENT OVER TIME. FINALLY AS THE CURRENT INSTRUMENTS SUCH AS MODIS AND OMI APPROACH THE END OF THEIR MISSIONS THE LOSS OF DATA COVERAGE IS BECOMING A REAL AND SERIOUS CONCERN FOR THE USERS WITH OPERATIONAL INFORMATION NEEDS. WE PROPOSE AN INNOVATIVE PROJECT TO PREPARE THE USERS FOR THE NEXT-GENERATION SATELLITE INSTRUMENTS SUCH AS MAIA TEMPO AND GOES-16. OUR GOAL IS TO USE ACTUAL OR SYNTHETIC DATA OF THESE INSTRUMENTS TO DEMONSTRATE HOW THE NEW INFORMATION FROM UPCOMING EARTH OBSERVATIONS CAN ENHANCE THEIR EXISTING DECISION SUPPORT ACTIVITIES WHILE USING CURRENT EARTH OBSERVATIONS AS BENCHMARKS. WE BELIEVE OUR PROPOSED WORK IS ESSENTIAL TO THE MISSION OF THE APPLIED SCIENCES PROGRAM (ASP) TO ENSURE SUSTAINED USE OF NASA EARTH OBSERVATIONS BY THE AIR QUALITY MANAGEMENT AND PUBLIC HEALTH COMMUNITIES. WE WILL WORK CLOSELY WITH THREE LEADING STATE AND LOCAL PARTNERS IN THE US WHO ARE EAGER AND WELL PREPARED TO SERVE AS EARLY ADOPTERS OF THESE EXCITING NEW SATELLITE DATA PRODUCTS. IN METRO ATLANTA WE WILL WORK WITH THE GEORGIA ENVIRONMENTAL PROTECTION DIVISION (GA EPD) TO INTEGRATE TEMPO O3 AND NO2 RETRIEVALS AND GOES-16 AOD DATA IN ITS AIR QUALITY EXCEEDANCE REPORT SYSTEM. IN NEW YORK CITY WE WILL WORK WITH THE DEPARTMENT OF ENVIRONMENTAL HEALTH AND MENTAL HYGIENE (NYCDOHMH) TO IMPROVE ITS NEIGHBORHOOD AIR QUALITY MODELS ASSOCIATED WITH THE NEW YORK CITY COMMUNITY AIR SURVEY (NYCCAS) AND ITS ASTHMA SYNDROMIC SURVEILLANCE. IN CALIFORNIA WE WILL WORK WITH THE AIR RESOURCES BOARD (ARB) TO DETECT AND TRACK POTENTIAL AIR POLLUTION HOTSPOTS FOR ITS NEWLY ESTABLISHED COMMUNITY AIR PROTECTION PROGRAM. THIS PROJECT CAPITALIZES ON THE TEAMS PRIOR EXPERIENCE IN SATELLITE INSTRUMENT AND RETRIEVAL ALGORITHM DESIGN SATELLITE DATA ANALYSIS AIR QUALITY AND PUBLIC HEALTH APPLIED RESEARCH AND EFFECTIVE COLLABORATION AND COMMUNICATION WITH STATE AND LOCAL AIR QUALITY AND PUBLIC HEALTH AGENCIES. THIS MULTI-DISCIPLINARY AND MULTI-INSTITUTIONAL TEAM OF INVESTIGATORS AND COLLABORATORS INCLUDE KEY MEMBERS OF THE MAIA TEMPO AND GOES-16 SCIENCE TEAMS AS WELL AS REPRESENTATIVES OF THE STAKEHOLDER ORGANIZATIONS. OUR OBJECTIVES ARE TO (1) DEMONSTRATE THE VALUES OF THE NEW NASA EARTH OBSERVATIONS IN THE STAKEHOLDERS DECISION SUPPORT ACTIVITIES (2) ESTABLISH THE FORMATS/ CONTENTS/PROTOCOLS IN ORDER TO INTEGRATE UPCOMING NASA EARTH OBSERVATIONS INTO THE DAILY OPERATIONS IN OUR PARTNERS ORGANIZATIONS AND (3) SERVE AS VALUABLE EXAMPLES FOR OTHER STATE AND LOCAL AGENCIES TO ADOPT THESE DATA PRODUCTS IN THE FUTURE. THE PROPOSED EFFORT HAS AN ENTRY-LEVEL APPLICATIONS READINESS LEVEL (ARL) OF 2 OR 3 AND AN EXIT ARL OF 8 BY THE END OF THE 3-YEAR PERIOD OF PERFORMANCE.
