WE PROPOSE TO USE ARCHIVAL IRAC AND HST IMAGING TO CONSTRUCT LUMINOSITY AND STELLAR MASS FUNCTIONS OF GALAXIES IN 21 CLUSTERS AT LOOK BACK TIMES GREATER THAN 7. 7 BILLION YEARS. WE WILL LINK THESE SYSTEMS TO DESCENDANT CLUSTERS AT LOWER REDSHIFTS AND MODEL THE EVOLUTION IN THE LUMINOSITY AND STELLAR MASS FUNCTIONS USING SIMPLE MODELS THAT WE HAVE DEVELOPED. WE WILL ALSO COMPARE OUR RESULTS TO STATE-OF-THE-ART THEORETICAL MODELS IN AN ATTEMPT TO CONSTRAIN THE JOINT EFFECTS OF INTRINSIC QUENCHING ENVIRONMENTAL QUENCHING AND MERGING ON SHAPING THE POPULATION OF PASSIVE CLUSTER GALAXIES.
