CONDUCT A CONCEPT STUDY OF THE INITIALLY PROPOSED INVESTIGATION AND PROVIDE A REPORT ON THIS STUDY BY JUNE 3 2019. THIS PROPOSAL ADDRESSES THE WAY GEOMAGNETIC STORMS PRODUCE TRANSPORT-DRIVEN COMPOSITION CHANGES IN EARTH S THERMOSPHERE. THESE PERTURBATIONS ORIGINATE FROM UPWELLING AND VERTICAL MIXING IN THE AURORAL ZONE AND POLAR CAP AND SUBSEQUENTLY PROPAGATE TO MIDDLE AND LOW LATITUDES WHERE THEY HAVE SUBSTANTIAL IMPACT ON TECHNOLOGICAL SYSTEMS. ALTHOUGH PHYSICS BASED MODELS GENERATE COMPOSITION CHANGES THAT BEHAVE QUALITATIVELY SIMILARLY TO THOSE OBSERVED DURING REAL STORMS DETAILED COMPARISONS SHOW GEOGRAPHICALLY LARGE AND LONG-LIVED REGIONS OF UNACCEPTABLE MODEL-DATA DIFFERENCES. STATE-OF-THE-ART MEASUREMENTS OF WINDS IN THE REAL THERMOSPHERE SUGGEST THAT THESE DISCREPANCIES ARISE BECAUSE MODELED TRANSPORT IS UNREALISTICALLY SIMPLISTIC. THUS THE HYPOTHESIS GUIDING THIS STUDY IS THAT STORM-TIME TRANSPORT IN THE REAL THERMOSPHERE IS FAR MORE COMPLEX MESSY AND DYNAMIC THAN THE TRANSPORT THAT APPEARS IN CURRENT MODELS.
