THIS PROJECT FUNDS COLLABORATION BETWEEN THE SOUTHERN CALIFORNIA EARTHQUAKE CENTER (SCEC) AND NASA SCIENTISTS. THE COLLABORATION CONSISTS OF A SUITE OF PROJECTS THAT CONNECT THE STRONG EARTHQUAKE AND GEOLOGY RESEARCH AND COMMUNITY GEODETIC AND GEOPHYSICAL MODELS OF SCEC WITH THE PLANETARY EXPERTISE AND AERIAL AND ORBITING DATASETS OF NASA. THE GOAL IS TO BETTER CHARACTERIZE AND UNDERSTAND THE SAN ANDREAS FAULT SYSTEM AND FAULT SYSTEMS IN GENERAL. SCEC COORDINATES FUNDAMENTAL RESEARCH ON EARTHQUAKE PROCESSES USING SOUTHERN CALIFORNIA AS ITS PRINCIPAL NATURAL LABORATORY. THIS RESEARCH PROGRAM IS INVESTIGATOR-DRIVEN AND SUPPORTS CORE RESEARCH AND EDUCATION IN SEISMOLOGY TECTONIC GEODESY EARTHQUAKE GEOLOGY AND COMPUTATIONAL SCIENCE. THE SCEC COMMUNITY COMPRISES ONE OF THE LARGEST RESEARCH COLLABORATIONS IN GEOSCIENCE. THERE ARE CURRENTLY MORE THAN 1000 ACTIVE PARTICIPANTS IN SCEC PROJECTS AND MORE THAN HALF OF THEM REGISTER TO COLLABORATE AT SCEC S ANNUAL MEETING EACH SEPTEMBER IN PALM SPRINGS. THE CENTER S WORKING GROUPS WORKSHOPS FIELD ACTIVITIES AND ANNUAL MEETING ENABLE SCIENTISTS TO WORK TOGETHER OVER SUSTAINED PERIODS BUILDING DEEP COLLABORATIONS AND STRONG INTERPERSONAL NETWORKS THAT PROMOTE INTELLECTUAL EXCHANGE AND AMPLIFY THE SUPPORT FOR STUDENTS AND EARLY-CAREER SCIENTISTS.THERE IS STRONG ALIGNMENT BETWEEN SCEC AND NASA SCIENCE GOALS. THE SCEC TECTONIC GEODESY DISCIPLINARY GROUP DEVELOPS TOOLS FOR ANALYSING A VARIETY OF SPACE- AND AIR-BORNE DATA SETS AND USES GEODETIC MEASUREMENTS OF CRUSTAL DEFORMATION TO UNDERSTAND THE INTERSEISMIC COSEISMIC POSTSEISMIC AND HYDROLOGIC PROCESSES ASSOCIATED WITH THE EARTHQUAKE CYCLE ALONG THE COMPLEX FAULT NETWORK OF THE SOUTHERN SAN ANDREAS SYSTEM. THE SCEC COMMUNITY MODELS (CXM) WORKING GROUP DEVELOPS REFINES AND INTEGRATES COMMUNITY MODELS DESCRIBING A WIDE RANGE OF FEATURES OF THE SOUTHERN CALIFORNIA LITHOSPHERE AND ASTHENOSPHERE. THESE FEATURES INCLUDE: ELASTIC AND ATTENUATION PROPERTIES (COMMUNITY VELOCITY MODEL) TEMPERATURE (COMMUNITY THERMAL MODEL) RHEOLOGY (COMMUNITY RHEOLOGY MODEL) STRESS AND STRESSING RATE (COMMUNITY STRESS MODEL) DEFORMATION RATE (COMMUNITY GEODETIC MODEL) AND FAULT GEOMETRY (COMMUNITY FAULT MODEL). THE GOAL OF THE CXM WORKING GROUP IS TO PROVIDE AN INTERNALLY CONSISTENT SUITE OF MODELS THAT CAN BE USED TO MODEL THE GEOPHYSICAL PHENOMENA IN SOUTHERN CALIFORNIA.THE COMMUNITY GEODETIC MODELING GROUP IS DEVELOPING AN INTEGRATED GPS AND INSAR VELOCITY FIELD ITS ASSOCIATED LIST OF TIMES OF OFFSETS FROM EARTHQUAKES AND OTHER CAUSES AND ACCURATE UNCERTAINTIES. SUCH A PRODUCT THEN DRIVES THE BASIC SCIENCE UNDERTAKEN BY THE TECTONIC GEODESY DISCIPLINARY GROUP AS WELL AS REGIONAL HAZARD ESTIMATES. WE PROPOSE TO FUND JOINT PROJECTS BETWEEN SCEC AND NASA RESEARCH GROUPS IN GEODETIC AND OTHER TOPICS OF COMMON INTEREST. SMALL ONE-YEAR PROPOSALS FOR CORE RESOURCES WOULD BE SUBMITTED TO SCEC WITH EXPLICIT CONNECTION TO RESEARCH PARTNERS AT NASA INSTITUTIONS WHO WOULD BE FUNDED BY ASSOCIATED PARALLEL NASA FUNDING. THE CORE RESOURCES ARE ALLOCATED THROUGH AN ANNUAL PLANNING PROCESS THAT INVOLVES INPUT FROM THE ENTIRE SCEC COMMUNITY AS WELL AS COUNSEL FROM AN EXTERNAL ADVISORY COUNCIL AND THE SPONSORING AGENCIES. ANNUAL REPORTS AND PARTICIPATION IN SCEC WORKSHOPS AND THE ANNUAL MEETING PROVIDE MEANS TO MAINTAIN FOCUS ON CORE GEOPHYSICAL PROBLEMS OF COMMON INTEREST. SCEC LEVERAGES INSTITUTIONAL SUPPORT AND SYNERGISTIC CROSS-CUTTING SPECIAL PROJECTS AND PERSONNEL TO MAINTAIN REASONABLE COSTS. THIS COLLABORATION LEVERAGES AMPLIFIES AND ACCELERATES THE SEPARATE EFFORTS OF NASA AND SCEC TO THE BENEFIT OF BOTH BASIC SCIENCE AND HAZARD MITIGATION.
