IN PURSUIT OF DARK ENERGY SEVERAL AMBITIONS SPACE AND GROUND BASED SURVEYS WILL COVER MOST OF THE EXTRAGALACTIC SKY WITH DEEP MULTIBAND IMAGING AND SPECTROSCOPY OVER THE NEXT DECADE. SURVEYS WITH HYPER-SUPRIME-CAM (HSC) AND THE DARK ENERGY SURVEY (DES) ARE ALREADY UNDERWAY AND STARTING IN ~2021 THE LARGE SYNOPTIC SURVEY TELESCOPE (LSST) AND EUCLID WILL EXTEND THESE EXISTING SURVEYS TO UNPRECEDENTED DEPTHS AND RESOLUTION AT 0.3-2 MICRONS WHILE THE DARK ENERGY SPECTROSCOPIC INSTRUMENT (DESI) AND THE SUBARU PRIME-FOCUS-SPECTROGRAPH (PFS) WILL ADD SPECTRA. THESE DARK ENERGY SURVEYS WILL ENABLE DIRECT LINKS BETWEEN DARK MATTER HALO PROPERTIES (MASS AND LOCATION IN THE HALO) TO OBSERVED GALAXY PROPERTIES SUCH AS STELLAR MASS STAR FORMATION RATE AND ACTIVE GALACTIC NUCLIE (AGN) CONTENT. BUT MEASURING GALAXY PROPERTIES REQUIRES THE EXTENSIVE MULTI-WAVELENGTH DATA CONTAINED IN THE NASA ARCHIVE. WE PROPOSE TO CREATE A SYSTEM THAT WILL TAKE AN EXTERNAL CATALOG FROM A DARK ENERGY SURVEY AS INPUT THEN CURATE AND PHOTOMETER ALL EXISTING EXTRAGALACTIC XMM CHANDRA GALEX SPITZER WISE AND HERSCHEL DATA. THIS WILL BE DONE USING THE SCIENCE READY IMAGES IN THE NASA ARCHIVES AND PRIORS-BASED PHOTOMETRY BASED ON BEST PRACTICES. THE SYSTEM WILL BE CONTAINED IN A VIRTUAL MACHINE THAT CAN BE CONNECTED TO ANY EXISTING PIPELINE AND UTILIZED BY THE COMMUNITY. WE WILL PROVIDE EXTENSIVE DOCUMENTATION FOR THIS SYSTEM IN THE FORM OF SCIENTIFIC PAPERS AND JUPYTER (IPYTHON) NOTEBOOKS WHICH WILL ENABLE GENERAL USERS TO DEPLOY IT. WITH THIS SYSTEM WE PROPOSE A RANGE OF GALAXY EVOLUTION STUDIES AT 2<Z<6 MAKING USE OF THE EXISTING HSC DATA AVAILABLE IN ~50.5 SQUARE DEGREES OF DEEP FIELDS. IN ADDITION TO THE VIRTUAL SYSTEM FOR PHOTOMETRY THE CATALOGS FROM OUR ANALYSIS WILL BE MADE AVAILABLE TO THE GENERAL COMMUNITY.
