WE PROPOSE TO USE THE NUSTAR AND THE NICER X-RAY OBSERVATORY TO STUDY THE EXOTIC TRANSIENT BEHAVIOR OF A GALACTIC BLACK HOLE IN OUTBURST. WE WILL USE SPECTROSCOPY AND TIME VARIABILITY TO STUDY THE BEHAVIOR AND PROPERTIES OF MATTER FALLING TOWARDS THE BLACK HOLE AND BEING EJECTED FROM ITS VICINITY AS EXHIBITED DURING PERIODS OF STRONG ACTIVITY. THE PROPOSED WORK TARGETS NASA'S INTEREST IN EXPLORING THE PHYSICS OF MATTER UNDER EXTREME CONDITIONS
