THE NUSTAR AND XMM-NEWTON OBSERVATIONS OBTAINED OF THE GALAXY M51 WILL YIELD SPECTRAL AND TIMING INFORMATION ON TWO ULTRALUMINOUS X-RAYS SOURCES (ULXS) THAT ARE KNOWN TO BE POWERED BY NEUTRON STARS ULX7 AND ULX8 AS WELL AS OTHER ULXS WHERE THE COMPACT POWERING THE SOURCE IS OBJECT IS UNKNOWN. THE PRIMARY OBJECTIVE IS TO OBTAIN BROADBAND X-RAY SPECTRA FROM 0.2 30 KEV OF THE ULXS IN ORDER TO INVESTIGATE ITS EMISSION MECHANISMS AND TO SEARCH FOR CYCLOTRON RESONANCE SCATTERING FEATURES (CRSFS) THAT WILL YIELD INFORMATION REGARDING THE MAGNETIC FIELDS OF THE NEUTRON STARS. THE RESULTS WILL BE SIGNIFICANT IN THAT ONE A FEW NEUTRON-STAR-POWERED ULXS ARE KNOWN AND WHERE A BROADBAND SPECTRAL ANALYSIS HAS BEEN CARRIED OUT. THIS WILL PROVIDE VALUABLE INFORMATION REGARDING THEIR NATURE. DETECTING CRSFS WILL BE HIGHLY SIGNIFICANT SINCE THIS WILL ALLOW THE MAGNETIC FIELD STRENGTH TO BE DETERMINED. CONSTRAINING THE NEUTRON STAR SPINS WILL ALSO BE VALUABLE PROVIDING INSIGHTS INTO THE ACCRETION HISTORY AND BINARY ORBIT.
