WE REQUEST FUNDING IN THE AMOUNT OF $75K TO HOLD A WORKSHOP IN SENDAI JAPAN TO DETERMINE THE FEASIBILITY OF DEVELOPING A FUTURE GLOBAL NAVIGATION SATELLITE SYSTEM TSUNAMI EARLY WARNING SYSTEM GNSS TEWS. THE PAST DECADE HAS WITNESSED A TERRIBLE LOSS OF LIFE RELATED TO LARGE EARTHQUAKES AND RESULTANT TSUNAMIS IN THE INDO PACIFIC REGION. NEW AND EXPERIMENTAL ALGORITHMS BASED ON GNSSDATA AND SCIENCE NOW EXIST TO RAPIDLY DETERMINE THE LIKELIHOOD THAT A TSUNAMI WILL BE GENERATED FROM A LARGE EARTHQUAKE TO PREDICT THEIR EXTENT INUNDATION AND RUN UP AND TO TRACK THE TSUNAMI AS IT PROPAGATES THROUGH THE OCEAN BASINS. THE ALGORITHMS USE GNSS IN COMBINATION WITH OTHER SENSORS TO MEASURE GROUND DISPLACEMENTS GENERATED BY LARGE EARTHQUAKES AND TO MEASURE DISTURBANCES IN THE IONOSPHERE GENERATED BY THE PROPAGATING TSUNAMIS. TO DETERMINE THE FEASIBILITY OF THIS TECHNOLOGY IT WILL BE NECESSARY TO FOCUS ON THE QUESTION OF WHAT RESOURCES WILL BE NECESSARY TO DEVELOP REAL TIME GNSS THROUGHOUT THE PACIFIC RIM REGION. MANY GNSS SITES WILL BE NEEDED ON THE GROUND SO IT WILL BE CRITICAL TO IDENTIFY AND INVOLVE THE BEST PEOPLE AGENCIES AND ORGANIZATIONS THAT CAN ENABLE THEDEVELOPMENT OF THE REQUIRED GNSS NETWORK. THE PRIMARY PRODUCT OF THE WORKSHOP WILL BE A REPORT TO IDENTIFY STRATEGIES NEEDED TO UNDERSTAND THE DATA NEEDS FOR A PACIFIC WIDE ACTIVITY INVOLVING THE ASIA PACIFIC ECONOMIC COOPERATION APEC ECONOMIES AS WELL AS OTHER NON APEC ECONOMIES.
