THIS PROPOSAL AIMS TO ENHANCE AND EXPAND ON THE CURRENT CAPABILITY OF G-REALM A NASA/USDA FUNDED GLOBAL RESERVOIR AND LAKE MONITORING PROGRAM. THE PHYSICAL QUANTITY BEING MONITORED IS SURFACE WATER LEVEL AND THE PROGRAM IS ON-LINE OPERATIONAL AND WITH AN EXISTING USDA DECISION SUPPORT SYSTEM (DSS) IN PLACE. REGIONAL ANALYSTS WITHIN THE USDA/FOREIGN AGRICULTURAL SERVICE (FAS) ARE THE PRIMARY STAKEHOLDERS. CURRENTLY G-REALM PROVIDES THE ANALYSTS WITH HISTORICAL AND NEAR REAL TIME WATER LEVEL VARIATIONS PERTAINING TO THE LARGEST LAKES/RESERVOIRS (>100KM2) AND THESE ARE DERIVED FROM A SERIES OF SATELLITE RADAR ALTIMETERS. THE FAS UTILIZE THE NEAR REAL TIME PRODUCTS (~1WEEK DELAY) AS PART OF A SUITE OF OBSERVATIONS THAT HELP DETERMINE GLOBAL MONTHLY CROP PRODUCTION ESTIMATES THAT SERVE A VARIETY OF TRADE AND FARMING-RELATED PROGRAMS. THE WATER-LEVEL PRODUCTS ARE USED FOR IRRIGATION CONSIDERATIONS AND ACT AS GENERAL INDICATORS OF HIGH- OR LOW-WATER CONDITIONS. WHILE NEAR REAL TIME WATER LEVELS HELP ASSESS AGRICULTURAL (SEASONAL) DROUGHT CONTINUITY OF SATELLITE INSTRUMENTS (ACROSS ~25YRS) HELPS PROVIDE INSIGHT INTO LONGER-TERM HYDROLOGICAL DROUGHT. AVAILABILITY OF THESE PRODUCTS ASSISTS WATER RESOURCES MANAGEMENT AND AGRICULTURE EFFICIENCY AT BOTH THE NATIONAL AND NTERNATIONAL LEVEL.THE G-REALM PRODUCTS ARE ALSO UTILIZED BY OTHER STAKEHOLDERS FOR ASSESSING REGIONAL SECURITY. THIS IS PARTICULARLY RELEVANT TO THE MONITORING OF WATER RESOURCES IN DROUGHT-PRONE REGIONS AND FOR OBSERVATION OF POTENTIAL FLOOD-CONDITIONS. IN THIS REGARDS IMPROVED TEMPORAL RESOLUTION AND PRODUCT DELIVERY TIMES (1-2DAYS DELAY) PARTICULARLY FOR RESERVOIRS IN THE>10KM2 SIZE RANGE ARE A TOP PRIORITY.WATER-LEVEL PRODUCTS ARE ALSO BEING REQUESTED IN CONSIDERATION OF INLAND FISHERIES APPLICATIONS. HERE CLIMATE CHANGE DESICCATION AND CATCH POTENTIAL ARE OF CONCERN TO THE LOCAL NATIONAL AND SCIENTIFIC COMMUNITIES. WITH MINOR MODIFICATION G-REALM COULD EASILY ADAPT TO INCORPORATE THE ADDITIONAL FISHERIES-RELATED LAKE AND WETLAND REGIONS OF INTEREST. WITH CONTINUED OPERATIONAL FUNDING FROM USDA AND A SUITE OF NEW AND ENHANCED ALTIMETRIC INSTRUMENTS AVAILABLE TO THE PROGRAM G-REALM IS POISED TO EXPAND ITS ORIGINAL MANDATE TO ACCOMMODATE NEW AND EVOLVING STAKEHOLDER REQUIREMENTS.THE PRIMARY OBJECTIVES ASSOCIATED WITH THIS NEXT PHASE ARE THUS 1) TO INCREASE THE NUMBER OF LAKES AND RESERVOIRS CURRENTLY BEING MONITORED IN NEAR REAL TIME. THE GOAL IS ~1000 TARGETS WITH SPECIAL EMPHASIS ON THE INCLUSION OF RESERVOIRS IN THE 10 TO 99KM2 SIZE RANGE OPERATIONS WILL EMPLOY NEW DATA SETS RELEVANT TO THE NASA/ CNES JASON-3 (LAUNCHED JANUARY 17TH 2016) ESA/SENTINEL-3A (LAUNCHED FEBRUARY 16TH 2016) AND ESA/SENTINEL-3B (EXPECTED LAUNCH 2017) SATELLITES.2) TO INCREASE THE TEMPORAL RANGE OF THE 10-DAY PRODUCTS VIA UTILIZATION OF THE HISTORICAL NASA/CNES TOPEX/POSEIDON JASON-1 AND JASON-2 DATA SETS (1992-2016) AND EXTEND THE RANGE OF THE MONTHLY RESOLUTION PRODUCTS VIA UTILIZATION OF THE HISTORICAL ESA ERS-1/ERS-2/ENVISAT AND ISRO SARAL DATA SETS (1994-2016).3) TO ASSESS STAKEHOLDER REQUIREMENTS FOR AN IMPROVED PRODUCT TEMPORAL RESOLUTION AND FOR AN IMPROVED PRODUCT DELIVERY TIME (DELAY OF ONLY 1-3DAYS).4) TO DELIVER NEW WATER LEVEL PRODUCTS FOR A DESIGNATED SET OF SMALL LAKES AND WETLAND ZONES AS PART OF A TRIAL STUDY TO ASSESS THE ABILITY TO ENHANCE THE DSS FOR STAKEHOLDERS WHOSE INTERESTS CENTER ON INLAND FISHERIES AND CATCH POTENTIAL.5) TO DETERMINE AND MAINTAIN PRODUCT ACCURACY ACROSS ALL LAKE/RESERVOIR SIZES AND LOCATIONS TO MONITOR PRODUCT DELIVERY AND INTEGRATION LATENCY AND TO ASSESS PRODUCT VALUE AND APPLICATION IN TERMS OF DSS ENHANCEMENT.
