ACTIVE OPTICAL PROFILING TECHNOLOGIES TERMED LIDAR FOR LIGHT DETECTION AND RANGING ARE AT THE FOREFRONT OF REMOTE SENSING. THEY OFFER UNIQUE ADVANTAGES THAT INCLUDE HIGH SPATIOTEMPORAL RESOLUTION DAY AND NIGHT TIME OPERATION AND FREQUENCY SELECTIVITY. THE LATTER HAS BEEN USED TO ENABLE THESE SYSTEMS TO MEASURE TRACE GAS CONCENTRATIONS AND WINDS. ASIDE FROM APPLICATIONS AND PRODUCTS DEVELOPED BASED ON LIDAR TECHNIQUES ALONE COMBINATION OF LIDAR MEASUREMENTS WITH OTHER PASSIVE AND ACTIVE INSTRUMENTS SUCH AS VIS/NIR AND MICROWAVE RADIOMETERY RADAR ETC. HAS LED TO FURTHER ENHANCED REMOTE SENSING PRODUCTS. EXAMPLES INCLUDE COMBINATIONS OF LIDAR AND AERONET GROUND BASED OBSERVATIONS HSRL AND RESEARCH SCANNING POLARIMETER (RSP) AIRBORNE OBSERVATIONS AND CALIOP (CALIPSO) AND OTHER INSTRUMENTS ON THE A TRAIN INCLUDING MODIS AND CPR (CLOUDSAT). DEVELOPMENT OF LIDAR SYSTEMS AND NETWORKS HAS NOT BEEN LIMITED TO US WITH CANADA EUROPEAN UNION JAPAN AND OTHER COUNTRIES MAKING SIGNIFICANT CONTRIBUTIONS IN THIS AREA. NOTABLE EXAMPLES INCLUDE THE EU S EARLINET (EUROPEAN AEROSOL RESEARCH LIDAR NETWORK) AS WELL AS SPACE LIDAR MISSIONS UNDER DEVELOPMENT SUCH AS EARTHCARE (CLOUDS AND AEROSOLS) AND ADM-AEOLUS (ATMOSPHERIC DYNAMICS MISSION). THE 28TH INTERNATIONAL LASER RADAR MEETING (ILRC 28) IS PLANNED FOR JUNE 25-30 2017 IN ROMANIA AT THE POLITEHNICA UNIVERSITY OF BUCHAREST. IT COMES TWO YEARS AFTER THE SUCCESSFUL ILRC 27 MEETING IN NEW YORK NY AND IT IS ANTICIPATED TO HAVE BROAD INTERNATIONAL PARTICIPATION. AS WITH PREVIOUS ILRC MEETINGS ILRC 28 IS DESIGNED TO BROADLY ADDRESS THE STATE OF THE ART IN LIGHT DETECTION AND RANGING (LIDAR) TECHNIQUES TECHNOLOGIES AND APPLICATIONS IN 5 DAYS OF SINGLE SESSION ORAL MEETINGS AND POSTER SESSIONS. ILRC MEETINGS PROVIDE A BROAD VENUE FOR INTERACTION AND EXCHANGE OF IDEAS AND FINDINGS BETWEEN US SCIENTISTS AND STUDENTS AND THE INTERNATIONAL SCIENTIFIC COMMUNITY. THIS IS CRITICAL TO ADVANCEMENT OF ACTIVE REMOTE SENSING SCIENCE AND APPLICATIONS IN THE US. CITY COLLEGE OF NEW YORK IS A SPONSOR OF THE ILRC 28 AND THE PROPOSAL PI DR. FRED MOSHARY IS ON THE ORGANIZING COMMITTEE OF ILRC 28 AND SERVED AS THE CHAIR OF THE ILRC 27 MEETING IN NEW YORK CITY. THIS PROPOSAL SEEKS CRITICAL NASA SUPPORT FOR TRAVEL TO THE CONFERENCE FOR STUDENTS AND YOUNG SCIENTISTS FROM US INSTITUTIONS AS WELL AS PARTIAL SUPPORT FOR ILRC 28 CONFERENCE EXPENSES SUCH AS A/V EXPENSES CONFERENCE MATERIAL CONFERENCE VENUE EXPENSES AND CONFERENCE PROCEEDINGS.
