THE OHIO STATE UNIVERSITY IS PROPOSING TO CONDUCT A RESILIENCY TRADE SPACE STUDY FOR NASA S UAS INTEGRATION IN THE NAS PROJECT ON EFFECT OF INCREASING DAA AUTONOMY AS THIS INTERACTS WITH C2 LINK RELIABILITY PILOT IN COMMAND S (PIC) RESPONSIBILITY FOR SAFE OPERATION OF THE UV AND THE NEED FOR COORDINATION ACROSS ROLES IN THE AIR TRANSPORT SYSTEMS WHEN POTENTIAL LOSS OF WELL CLEAR ENCOUNTERS OCCUR. THE PROPOSED RESILIENCY TRADE SPACE STUDY WILL FOCUS ON INCREASING THE DAA SYSTEMS AUTONOMY FOR MANEUVER SELECTION AND EXECUTION GIVEN VARIOUS POSSIBLE RELIABILITY AND PERFORMANCE CHARACTERISTICS OF THE C2 LINK GIVEN THE INTENDED OPERATIONAL ENVIRONMENT(S). THE TRADE SPACE STUDY ANALYSIS WILL REVEAL RISKS WHERE BREAKDOWNS OR FAILURES IN THE SELECTION OR EXECUTION OF A WELL CLEAR MANEUVER ARE LIKELY TO OCCUR. THE RESULTS OF THE TRADE SPACE STUDY WILL PROVIDE SEVERAL BENEFITS TO BOTH THE NASA AND THE UAS COMMUNITIES. FIRST THIS ANALYSIS WILL IDENTIFY THE DIFFERENTIAL RISKS FOR DIFFERENT CONFIGURATIONS OF AUTONOMY AUTHORITY OVERSIGHT AND COORDINATION GIVEN C2 RELIABILITY AS THE DIFFICULTY OF MANAGING POTENTIAL LOSS OF WELL SITUATIONS INCREASES. THE FINDINGS WILL LEAD TO GUIDELINES FOR SAFELY DEPLOYING AUTONOMOUS CAPABILITIES INTO THE DAA SYSTEM. SECOND THIS ANALYSIS WILL IDENTIFY VERY SPECIFIC RESEARCH RESULTS NEEDED TO ESTABLISH DEFINITIVE ROBUST AND RESILIENT UAS PERFORMANCE. THESE WILL PROVIDE QUANTITATIVE DESIGN AND TESTING CRITERIA FOR ORGANIZATIONS AND FOR THE FAA. THE METHOD USED CAN SERVE AS A TEMPLATE FOR TESTING OF NEW AUTONOMOUS CAPABILITIES IN GENERAL. THE NATIONAL RESEARCH COUNCIL REPORT ON AUTONOMY IN CIVIL AVIATION (2014) HAS IDENTIFIED TESTING OF AUTONOMY AS A MAJOR NEW RESEARCH NEED. THIRD THE USE CASES AND EDGE EXPLORATION ANOMALIES PROVIDE THE BASIS TO ASSESS THE BRITTLENESS OF PROPOSED AUTONOMOUS CAPABILITIES AND TO EVALUATE THE BENEFITS OF DESIGN FOR RESILIENCY.
