WE PROPOSE TO ACCOMPLISH SEVERAL OF THE RECOMMENDATIONS IDENTIFIED IN THE RECENT NAS REPORT FOR ASSESSMENT OF CUBESATS TO OBTAIN HIGH PRIORITY SCIENCE RETURN NAMELY ADDRESSING NEAR-TERM SCIENCE OPPORTUNITIES TO PROVIDE CONTINUITY OF KEY MEASUREMENTS TO MITIGATE POTENTIAL GAPS IN KEY OBSERVATIONAL RECORDS [NAS 2016]. BUILDING ON OUR RECENT ESTO (IIP AND ACT) DEVELOPMENT SUCCESSES INVOLVING THE DESIGN AND DEVELOPMENT OF A NEW INSTRUMENT AND DETECTOR CONCEPTS FOR MEASUREMENTS OF SSI THE PROPOSED EFFORT HERE WILL BRING NEW EMERGING TECHNOLOGY ADVANCEMENTS TO MATURATION BY DEMONSTRATING A COMPLETE SSI MISSION CONCEPT WITH INHERENT LOW MASS AND COMPACT DESIGN. ULTIMATELY IMPLEMENTING REDUNDANT AND OVERLAPPING SMALL SATELLITE CONCEPTS INVOLVING LOW-RISK COST EFFICIENT MEASUREMENT STRATEGIES CAN POTENTIALLY AMELIORATE THE LONG-TERM SOLAR DATA RECORD [SPARN AND PILEWSKIE 2016].THE CSIM CUBESAT FLIGHT MISSION WILL SPECIFICALLY ADDRESS THE DESIGN DEVELOPMENT AND DEMONSTRATION OF A NEW INTEGRATED PLATFORM CONCEPT FOR OBTAINING MEASUREMENTS OF SSI AND PROVIDING AN SI-TRACEABLE TIE TO EXISTING AND FUTURE SATELLITE RECORDS. BUILDING ON SUCCESSFUL PREVIOUS DEVELOPMENTS TO ADVANCE TRL OF AN INHERENT LOW MASS AND COMPACT SSI INSTRUMENT DESIGN (CSIM) THE PROPOSED EFFORT CSIM-FLIGHT DEMONSTRATION (CSIM-FD) WILL MATURE THE TECHNOLOGY BY INTEGRATING THE CSIM CONCEPT INTO A FULLY QUALIFIED SMALL SATELLITE (6U CUBESAT) SYSTEM AND VALIDATE ITS PERFORMANCE AGAINST EXISTING OBSERVATORY CAPABILITIES (NAMELY TSIS SIM EARLY MISSION MEASUREMENTS).BOTH TSIS SIM AND CSIM WILL BE TIED TO THE SPECTRAL IRRADIANCE TRACEABILITY SCALE OF THE LASPNISTSPECTRAL RADIOMETER FACILITY (SRF) AND THEREFORE ESTABLISH END-TO-END VERIFICATION OF THE ABSOLUTE SSI UNCERTAINTIES [RICHARD ET AL. 2011; HARBER ET AL. 2013]. MOREOVER IF UNEXPECTED TECHNICAL OR PROGRAMMATIC CHALLENGES RESULT IN THE FURTHER DELAY OF THE TSIS LAUNCH CSIM-FD WILL PROVIDE THE NECESSARY SSI DATA RECORD TIE BETWEEN SORCE AND TSIS BY OVERLAPPING WITH THE SORCE SIM OBSERVATIONS UNTIL TSIS IS OPERATIONAL. IF TSIS LAUNCHES ON-SCHEDULE IN LATE 2017 A TSIS-CSIM OPERATIONAL OVERLAP OFFERS ADVANTAGES THAT HAVE NOT BEEN EXPLOITED PREVIOUSLY. BECAUSE OF THE SI-TRACEABLE CALIBRATION TIE BETWEEN THE TWO INSTRUMENTS AN EARLY MISSION OVERLAP WILL ALLOW A CROSS-CALIBRATION OPPORTUNITY TO VERIFY ON-ORBIT THE ABSOLUTE ACCURACY AS WELL AS TEMPORAL AND SPECTRAL STABILITY VALIDATION. FURTHERMORE AS SHOWN IN FIGURE 2 OVERLAP WILL OCCUR DURING EXPECTED SOLAR MINIMUM CONDITIONS PROVIDING A UNIQUE OPPORTUNITY TO VALIDATE EARLY MISSION MULTI-CHANNEL DUTY-CYCLED STABILITY CORRECTIONS IN THE ABSENCE OF A HIGHLY VARIABLE SUN.
