THE OBJECTIVES OF THIS PROPOSAL ARE TWOFOLD TO INTRODUCE MOBALL A MULTIFUNCTIONAL SENSOR PLATFORM CAPABLE OF ENERGY HARVESTING AND SELF PROPULSION AND DEMONSTRATE ITS RELEVANCY TO NASA'S SPACE TECHNOLOGY GOALS AND TO PRESENT HOW THE STUDENT'S WORK EXPERIENCE ACADEMIC RESEARCH AND PROVEN COLLABORATIVE AND COMMUNICATION SKILLS CAN CONTRIBUTE TO THE MOBALL PROJECT AND TO THE NASA COMMUNITY. SEVERAL DOCUMENTS ARE INCLUDED TO ACHIEVE THESE OBJECTIVES. A PERSONAL STATEMENT HIGHLIGHTS THE STUDENT'S INDUSTRIAL AND ACADEMIC WORK EXPERIENCE INCLUDING KEY LESSONS LEARNED. A PROJECT NARRATIVE INTRODUCES MOBALL AND DEMONSTRATES ITS TECHNICAL DETAIL RELEVANCY TO NASA OUTSTANDING RESEARCH QUESTIONS AND HYPOTHESES AND INNOVATION. A DEGREE PROGRAM SCHEDULE IS INCLUDED WITH MILESTONES ANTICIPATED IN THE PROJECT'S DEVELOPMENT AND THE STUDENT'S DOCTORAL PROGRAM. FINALLY A CURRICULUM VITAE ACADEMIC TRANSCRIPTS AND GRE SCORES ARE INCLUDED FOR A CONCISE VIEW OF THE STUDENT'S BACKGROUND AND EXPERIENCE. TO CONCLUDE THE PROPOSAL LETTERS OF RECOMMENDATION BY CALIFORNIA INSTITUTE OF TECHNOLOGY FACULTY ARE INCLUDED TO SPEAK TOWARDS THE STUDENT'S POTENTIAL. NASA'S SPACE TECHNOLOGY MISSION DIRECTORATE IS INTERESTED IN ATTRACTING OUTSTANDING YOUNG RESEARCHERS AND TECHNOLOGISTS WHO ARE COMMITTED TO DEVELOPING INNOVATIVE TECHNOLOGIES. THIS PROPOSAL MEETS THIS AIM BY ADVOCATING FOR BOTH A CAPABLE RESEARCHER AND A NOVEL TECHNOLOGY. THE STUDENT HAS STRIVEN TO OBTAIN THE PROBLEM SOLVING SKILLS AND EXPERIENCE NECESSARY TO SOLVE THE NEXT GENERATION'S ROBOTICS CHALLENGES. HE HAS DEMONSTRATED ACADEMIC EXCELLENCE ADAPTIVE R AND D SKILLS AND A DEDICATION THAT WILL DEVELOP THE MOBALL CONCEPT. THE MOBALL'S MULTIFUNCTIONAL CAPABILITY IS INNOVATIVE AND DEFINES A NEW PARADIGM FOR REMOTE SENSING SYSTEMS. IT IS A FLEXIBLE SENSOR PLATFORM THAT CAN SUPPORT BOTH SPACE BASED AND EARTH SCIENCE MISSIONS. MOBALL'S RELEVANCE TO NASA'S SPACE TECHNOLOGY GOALS ARE EVIDENT THROUGH THE SPACE TECHNOLOGY ROADMAPS THAT MOBALL DIRECTLY ADDRESSES.
