THE UNION SANITARY DISTRICT (DISTRICT) OPERATES A 33-ACRE WASTEWATER TREATMENT FACILITY KNOWN AS THE ALVARADO WASTEWATER TREATMENT PLANT IN UNION CITY. THE DISTRICT PROVIDES COLLECTION, TREATMENT, AND DISPOSAL SERVICES TO A TOTAL POPULATION OF OVER 356,000 IN THE CITIES OF FREMONT, NEWARK AND UNION CITY, CALIFORNIA. THE ENHANCED TREATMENT AND SITE UPGRADE (ETSU) PROGRAM WILL UPGRADE THE DISTRICT’S EXISTING WASTEWATER TREATMENT PLANT AND RELATED FACILITIES. THE PROGRAM IS NECESSARY TO IMPROVE BAY WATER QUALITY AND TO UPDATE AND HARDEN INFRASTRUCTURE TO SUPPORT ENERGY RESILIENCE CONCERNING THE EFFECTS OF CLIMATE CHANGE. HOWEVER, THIS ENDEAVOR WILL REQUIRE A SUBSTANTIAL INCREASE TO THE DISTRICT’S ELECTRICAL POWER NEEDS. THE OUTCOME OF THE ETSU CAMPUS SOLAR PROJECT IS TO ADD ADDITIONAL SOLAR PHOTOVOLTAIC (PV) POWER GENERATION ON-SITE (ADDING A NEW SOLAR ARRAY SYSTEM AND EV CHARGING STATION) TO MITIGATE THE USE OF NONRENEWABLE ENERGY SOURCES AND OFFSET THE ELECTRICAL POWER NEEDS REQUIRED FOR THE DISTRICT. THESE OUTCOMES WOULD BETTER SUPPORT BOTH CLEANER WATER AND AIR WITHIN THE REGION.
