THE RECIPIENT WILL PERFORM A FRONT END ENGINEERING AND DESIGN (FEED) STUDY, BASED ON AN ASSOCIATION FOR ADVANCEMENT OF COST ENGINEERING (AACE) CLASS 3 COST STRATEGY, OF A 1-3 T MIXED RARE EARTH OXIDE (MREO) PER DAY PLAN CAPABLE OF EXTRACTION, SEPARATION, AND REFINING OF HIGH PURITY OR BINARY RARE EARTH METALS AND CRITICAL MINERALS FROM COAL ASH. THE STUDY WILL ESTABLISH AND DEFINE TECHNICAL REQUIREMENTS FOCUSED ON PROJECT SCOPE, SCHEDULE, AND COSTS, TO REDUCE THE RISK OF CONSTRUCTION AND OPERATION OF THE POTENTIAL FUTURE FACILITIES. THE SCOPE WILL FOCUS ON FOUR MAJOR AREAS - PROJECT MANAGEMENT AND PLANNING; SITE SELECTION, FEEDSTOCK CHARACTERIZATION AND DE-RISKING; FRONT END ENGINEERING AND DESIGN STUDY; AND COMMUNITY BENEFITS AND ENGAGEMENT.
