BIPARTISAN INFRASTRUCTURE LAW DE-FE0010401 PROJECT TITLED: ''SECOND-LIFE BATTERY SOLAR AND STORAGE FACILITY DEMONSTRATION ENABLED BY ADVANCED STATE OF HEALTH TRACKING'' THE OBJECTIVES OF THE PROJECT ARE TO DEVELOP, VALIDATE, AND DEMONSTRATE TECHNOLOGY TO ESTIMATE AND MONITOR THE STATE OF HEALTH (SOH) OF USED ELECTRIC VEHICLE (EV) BATTERIES. THIS TECHNOLOGY WILL BE APPLIED TO THE PRODUCTION AND OPERATION OF A STATIONARY, “SECOND-LIFE” BATTERY ENERGY STORAGE SYSTEM (BESS). THE TARGET LEVEL OF PERFORMANCE OF THE TECHNOLOGY IS TO ESTIMATE INITIAL USED EV BATTERY SOH WITH LESS THAN 1.5% MAXIMUM ABSOLUTE ERROR IN ABOUT TWO MINUTES USING A PULSE TEST AND NEURAL NETWORK (NN) AND TO MONITOR BATTERY SOH WITH LESS THAN 1% AVERAGE ERROR AS SOH DECLINES BY AT LEAST 10% USING AN EQUIVALENT CIRCUIT MODEL (ECM) EMBEDDED IN A BATTERY MANAGEMENT SYSTEM (BMS) FOR TWO DISTINCT EV BATTERY TYPES.
