RENEWABLE ENERGY TO DIMINISH DISASTER IMPACTS ON COMMUNITIES (REDDI COMMUNITIES) A. TECHNICAL SCOPE SUMMARY THE PROPOSED PROJECT WILL DEVELOP AND DISSEMINATE A SYSTEM TO GUIDE COMMUNITIES INTERESTED IN INTEGRATING ENERGY RESILIENCE IN THEIR MASTER PLANNING. IT WILL DEVELOP A SET OF RESILIENCE METRICS (RMS), AN IMPLEMENTATION FRAMEWORK AND A PLAYBOOK INTENDED FOR LOCAL EMERGENCY MANAGERS AND THEIR COMMUNITIES. DURING THE FIRST YEAR OF THE PROJECT, THE TEAM WILL ENGAGE STAKEHOLDERS TO COLLECT INFORMATION ON LOCAL COMMUNITY RESILIENCY NEEDS AND COLLECT RESILIENCY-RELEVANT DATA (TASK 1). TASK 1 DATA WILL BE USED TO DEVELOP PERFORMANCE AND NON-PERFORMANCE RESILIENCY METRICS, UTILIZING GIS MAPPING, AND ACCOUNTING FOR PROBABLE FUTURE EVENT IMPACT. SOCIOECONOMIC FACTORS WILL ALSO BE USED TO IDENTIFY RESILIENCY LOCATIONS. AN IMPLEMENTATION FRAMEWORK WILL BE DEVELOPED THAT USES THE RMS AND PROVIDES STRATEGIES FOR DEPLOYMENT (TASK 2). THE PLAYBOOK WILL START TO BE DEVELOPED BY INVESTIGATING POLICIES AND PROGRAMS TO CREATE IMPLEMENTATION PATHWAYS AND USING INITIAL RESULTS FROM TASK 2 (TASK 3). A COMMUNITY COHORT WILL BE CREATED AND INTERESTED COMMUNITIES WILL TEST THE METHODOLOGY BEING DEVELOPED (TASK 4). IN THE SECOND YEAR OF THE PROJECT, TASKS 2, 3, AND 4 WILL WORK TO INFORM EACH OTHER AND FINALIZE THE METRICS, FRAMEWORK AND PLAYBOOK. THE COHORT, WITH ASSISTANCE FROM THE PROJECT TEAM, WILL USE THE FRAMEWORK TO DEVELOP IMPLEMENTATION PLANS. THE TEAM WILL CREATE CASE STUDIES TO ACCOMPANY THE FINAL PLAYBOOK AND FRAMEWORK (TASK 4).
