Abstract
The Understanding Postadoption and Guardianship Instability for Children and Youth Who Exit Foster Care project will support the Administration for Children and Families (ACF) in developing a better understanding of post-permanency instability for children and youth who exit foster care through adoption or guardianship. Specifically, the project will explore postadoption and guardianship instability rates, post-permanency support services, and risk and protective factors related to instability. Key project tasks include a review of the existing literature, compiling relevant policies, procedures, and data sources, developing and implementing one or more design options, and the creation of resources to help build the capacity of agencies at the federal, state, and/or local level to obtain accurate and ongoing information on post-permanency instability among children and youth who exit foster care through adoption or guardianship.
